Required Experience: Senior software engineering experience leading full-lifecycle application design, development, testing, deployment, sustainment, modernization, and technical support in secure enterprise environments.
 
Position Description

PingWind is seeking a Development Lead to provide technical leadership for PAE Fires software design, development, testing, deployment, sustainment, and modernization. The Development Lead will serve as a technical point of contact for Government applications and associated platforms, lead development across GOTS/MOTS/COTS solutions, and ensure applications remain secure, available, maintainable, and aligned with PAE Fires business and mission requirements.
 
Responsibilities

Typical Responsibilities/Tasks:
   Lead the design, development, testing, deployment, maintenance, modification, reuse, re-engineering, and retirement of software applications supporting PAE Fires acquisition functions on classified and unclassified systems.
   Serve as a technical point of contact for software configuration, installation, support, and associated hardware/platform dependencies.
   Direct software and enterprise/platform application development activities, including source-code development, testing, execution, maintenance, code review, release planning, and technical documentation.
   Lead sustainment and modernization of legacy systems as well as new development, ensuring solutions meet specific client/business requirements and integrate with controlled product-development processes where required.
   Create, update, and maintain development, staging, pre-production, production, and training environments to ensure application availability and integrity.
   Use Government-specified automated tools to evaluate database capacity and availability, optimize performance/resource usage, identify emerging issues, improve reliability/maintainability, and maximize throughput; coordinate database maintenance with the Government.
   Ensure development and administration activities follow PAE Fires software-development standards and are tracked and documented through Government-provided technical service-ticket tools.
   Maintain application security and authorization controls, including connections, accounts, privileges, and underlying database access; coordinate with cybersecurity staff to identify and remediate vulnerabilities and computer incidents.
   Lead business application development and support for GOTS, MOTS, and COTS solutions, including .NET applications, SBM, SharePoint, and components of the PAE Digital Enterprise; support licenses, user accounts, patching, and availability.
   Coordinate closely with infrastructure, database, network, cybersecurity, and customer stakeholders to plan releases, resolve dependencies, and sustain mission applications.
 
Required Qualifications

   Advanced software engineering experience across the full software-development lifecycle, including architecture/design, coding, testing, deployment, sustainment, and modernization.
   Strong experience with Microsoft .NET/C# application development and enterprise web/application technologies; familiarity with Angular, JavaScript, or comparable front-end technologies is relevant to the supported environment.
   Experience with Microsoft SQL Server, database performance/availability concepts, and application-to-database integration.
   Experience with version control, automated build/release pipelines, code review, testing, and DevOps-oriented development processes using Git and Azure DevOps or comparable tools.
   Experience maintaining multiple application environments (development through production) and coordinating controlled releases and maintenance activities.
   Working knowledge of application security, access control, vulnerability remediation, secure coding, and coordination with cybersecurity/RMF teams.
   Ability to lead software teams, serve as a technical POC, estimate/plan work, manage technical debt, and communicate solutions to Government customers and technical stakeholders.
   SECRET security clearance.
 
Desired Qualifications

   Experience with Azure DevOps Server, Git, Visual Studio, IIS, SharePoint Online, Power Platform, Serena Business Manager, and other technologies identified in the PWS supported-software environment.
   Experience implementing secure software-development practices such as static code analysis, DISA Application Development STIGs, OWASP Top 10 mitigations, and software-assurance controls.
   Microsoft, Azure DevOps, DevSecOps, or secure software-development certifications.
   Experience developing and sustaining applications in Army/DoD classified and unclassified environments.
