Job description

The Department of Natural Resources, DNR IT Custom Application Development Section seeks to hire two Microsoft .NET Web Developer III's to design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment along with designing and implementing Oracle database in support of the application.  The developer needs to provide reliable, responsive support for these projects and systems as developed along with existing system support as assigned. This work requires @40 hrs./week) work for a candidate with advanced developer skillsets and experience. The position will be working on new development, enhancements and/or providing support for existing applications as determined by agency priorities.  There are multiple initiatives to develop new applications and to redesign legacy applications to meet current business needs with supported technologies.
 
The candidate must have proven work experience with application development, user interface development for custom applications and database design and development. The person hired for this position must work closely with team members and DNR Application Architect Lead for application solutions, development plans, and ensure effective integration among information systems and the IT infrastructure.  This may include working with DNR approved third party technologies. An important part of the position will be to understand the interactions between applications, and services within the DNR environment, and evaluate the impact of changes or additions. 
The candidate should be motivated to stay on top of technological advancements to ensure that solutions are continuously improved, supported, and aligned with industry and agency standards as well as emerging business requirements. The candidate must understand user and process requirements and ensure those requirements can be achieved through high quality deliverables. The candidate for this position will need to rely on experience and judgment to plan and accomplish goals and be able to perform a variety of tasks. To be successful, the developer will need to take initiative and own tasks or products along with being self-motivating including excellent communications, time management, listening, collaboration, problem solving and adaptability skillsets.  

Candidates MUST be WI residents or willing to relocate to WI within 30 calendar days of start date.  Local candidates preferred.

The most qualified candidate will have:
  • Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework.
  • Coding experience in .Net framework, MVC including C#, JavaScript and Bootstrap. 
  • Experience applying Object Oriented Design.
  • Experience applying Standard Security methods to custom applications.
  • Experience in Power BI for developing reports. 
  • Experience creating web API's.
  • Experience developing applications with Oracle backend databases including designing, writing stored procedures, performance tuning and SQL.
  • Experience working Azure DevOps including repositories, version control, and deployments.
  • Experience working in Visual Studio.
  • Experience following coding standards and best practices.
  • Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results.
  • Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices
  • Experience resolving technical issues through debugging, research, and investigation.
  • Experience following Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance. 
  • Experience understanding defined requirements by identifying and implementing achievable solutions.
  • Excellent written and verbal communication skills including describing technical items to non-technical staff. 
  • Experience writing technical documentation.
  • Collaborates and shares information with others and is a team player to ensure project success and business needs are met.
