Your New Role

As a Limited Duration, Full-Time Learning & Development Specialist 2, you will play a key role in strengthening the skills and capabilities of OPRD staff. In this position, you will design, develop, and deliver comprehensive training programs covering a wide range of topics. You will provide expertise and consultation on curriculum development, training strategies, and assessment methods, ensuring high-quality learning experiences for employees and managers.

You will be responsible for the effective coordination and presentation of skillbuilding and professional development programs across the agency. Additionally, you will consult with management on employee-related issues that arise during training sessions, partnering closely with Human Resources staff to develop solutions through supplemental training or corrective action when needed.

This role works collaboratively with a team of professional HR consultants to advance the mission, vision, and values of OPRD and the State of Oregon as one employer. You will also lead and support programs and projects that evaluate the effectiveness and efficiency of agency training offerings. This includes facilitating group processes and conducting evaluations through training records, surveys, focus groups, and daily interactions with internal and external staff.

This position has the potential for hybrid-remote work and will require minimal travel; however, travel expenses to Salem for required in-person duties are not reimbursed.

Minimum Qualifications:

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment;

OR

  • Five years of work experience designing, planning, and implementing organizational development strategies.

  • A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

Special Requirements:

  • To be hired, a criminal record and driving record check must be completed that meets OPRD Criteria at the time of hire, and throughout employment while also maintaining a valid driver's license.

  • Demonstrated ability to design and deliver effective training programs for diverse audiences in both classroom and virtual settings, grounded in adult learning theory and cultural humility.

  • Proven skill in developing clear, concise, and accessible training materials including curricula, facilitator guides, lesson plans, learner manuals, and multimedia content that meet inclusivity and accessibility standards.

  • Ability to conduct needs assessments, identify skill gaps, and recommend evidence-based training interventions aligned with program and business goals.

  • Strong analytical skills to evaluate training performance data and produce actionable insights that support continuous improvement and organizational outcomes.

  • Proficiency with instructional technologies and software applications, including Microsoft Office, Teams, Zoom, Visio, SnagIt, Adobe tools, e-learning platforms, and digital content creation tools such as Articulate Storyline and PowToon.

  • Demonstrated capability to design, develop, and maintain web-based training solutions using modern e-learning tools, audio/video editing software, and interactive media.

  • Strong consultation and collaboration skills, shown through effective partnerships with subject matter experts, managers, and crossfunctional teams, with openness to giving and receiving critical feedback.

  • Ability to manage training programs end to end, including planning, scheduling, content updates, performance monitoring, and coordination with vendors or other delivery partners.
