Position Overview:
The Web Content Specialist develops, manages, and maintains high-quality digital content that supports organizational communications, public engagement, and knowledge sharing. This role ensures web content is accurate, accessible, user-centered, and aligned with organizational branding and editorial standards while supporting enterprise content management, content governance, and digital communications initiatives. The position also promotes effective collaboration with content owners and stakeholders to deliver engaging, compliant, and timely web content across public websites and intranet platforms.
Key Responsibilities:
  • Develop, edit, review, and publish web content, technical information, digital communications, and training materials for websites, intranets, and other digital platforms.
  • Manage the complete web content lifecycle, including content creation, editorial review, approvals, publication, maintenance, archival, and periodic updates.
  • Utilize enterprise Content Management Systems (CMS) to upload, maintain, organize, and publish digital content while ensuring accuracy and consistency across web properties.
  • Ensure all digital content complies with Section 508 accessibility requirements, plain language principles, organizational branding standards, and editorial guidelines.
  • Optimize web content using Search Engine Optimization (SEO) best practices to improve discoverability, usability, and audience engagement.
  • Coordinate the organization's quarterly content certification process, working with content owners to verify that website and intranet information remains accurate, current, complete, and properly approved.
  • Develop and deliver user training, guidance materials, and presentations related to web content management, content governance, and publishing procedures.
  • Perform quality assurance reviews to verify content accuracy, formatting, links, metadata, accessibility, and compliance with organizational standards.
  • Create and modify web graphics by cropping, resizing, recoloring, and optimizing images using standard graphic design applications.
  • Coordinate content governance processes, documentation, workflows, and editorial procedures while collaborating with content owners, subject matter experts, designers, developers, and Government stakeholders.
  • Support web analytics, content performance assessments, and continuous improvement initiatives to enhance user experience and digital communications effectiveness.
  • Document, coordinate, and continuously improve web publishing processes, editorial procedures, review workflows, content certification activities, and training practices.

Required Qualifications:
  • Bachelor's degree in English, Communications, Marketing, Journalism, Business, Information Science, or a related discipline.
  • Five to seven years of experience in web content management, digital communications, or content publishing, including at least three years within the past five years supporting websites, intranets, or enterprise digital platforms.
  • Demonstrated experience using enterprise Content Management Systems (CMS) to create, edit, manage, and publish web content.
  • Experience developing, editing, and maintaining digital content, training materials, user documentation, and web-based communications.
  • Working knowledge of Section 508 accessibility requirements, plain language principles, web usability, and digital content standards.
  • Experience applying SEO best practices to improve content visibility and user engagement.
  • Experience conducting quality assurance reviews, content governance, editorial reviews, and content certification activities.
  • Experience creating presentations and delivering training to users on web content management processes and procedures.
  • Proficiency using graphic editing applications to crop, resize, optimize, and modify images for web publication.
  • Experience using presentation applications to develop effective training materials, demonstrations, outreach presentations, and instructional content.
  • Strong written, editing, organizational, and communication skills with exceptional attention to detail.

Preferred Qualifications:
  • Experience supporting highway, surface transportation, or other transportation-related programs is highly preferred.
  • Experience supporting federal infrastructure, engineering, scientific research, or technology organizations.
  • Knowledge of digital communications strategies, user experience (UX), information architecture, and web content governance.
  • Experience working with modern content management systems (CMS) such as Drupal, Adobe Experience Manager (AEM), WordPress, SharePoint, or similar enterprise platforms.
  • Familiarity with HTML, metadata management, web accessibility testing tools, digital asset management systems, and web analytics platforms such as Google Analytics.
  • Experience coordinating enterprise content review and certification programs across multiple business units.
  • Experience managing database-driven or structured web content (excluding software development or programming responsibilities).
  • Experience supporting Agile or collaborative digital service delivery teams.
  • Professional certifications related to web content management, digital communications, accessibility, UX, SEO, or instructional design are desirable.
