Job description


  • Consolidate scientific and administrative data from legacy platforms, file formats, databases, and isolated environments

  • Build pipelines to centralize plankton and groundfish survey data

  • Design database architecture and normalized relational schemas for fisheries survey and oceanographic data

  • Develop secure internal web applications for NOAA staff to input, query, and edit live data

  • Create secure external-partner portals for data viewing, input, and proposed edits

  • Implement staging-and-commit workflows requiring approval before external edits affect production

  • Analyze flat files, .db3 files, Access databases, legacy SQL databases, and APIs

  • Design ETL workflows to migrate data into a centralized Oracle Enterprise environment

  • Develop parsing algorithms and validation rules to maintain data integrity and identify anomalies

  • Optimize database performance through indexing, partitioning, and query tuning

  • Ensure federal data security and PII protection compliance

  • Support data analyses and prepare data summaries, reports, publications, and presentations

  • Follow SEFSC publication procedures

  • Participate in outreach, education efforts, workshops, scientific meetings, symposiums, and public forums

  • Work at the SEFSC Laboratory and potentially aboard NOAA ships, charter vessels, and small boats

  • Support at-sea surveys, project workshops, and working group meetings, including required travel


Requirements

  • Master of Science in Computer Science, Information Systems, Engineering, or related field; or Bachelor of Science in one of these fields plus five years of relevant experience

  • Ability to translate scientific processes into logical and physical data models, including Entity-Relationship Diagrams

  • Ability to write complex PL/SQL stored procedures, triggers, and packages

  • Knowledge of Role-Based Access Control (RBAC)

  • Skill in preparing technical documentation, data dictionaries, and user manuals

  • Expert-level proficiency with Oracle RDBMS 12c/19c or later

  • Proficiency with Oracle APEX highly desired; alternatively Java/Spring Boot, Python/Django or Flask, or .NET

  • ETL and Python scripting proficiency, including Pandas and NumPy; PL/SQL; Informatica; or FME

  • Front-end development proficiency with HTML5, CSS3, JavaScript, and AJAX

  • Experience with Git, GitHub, or GitLab

  • Preferred: PostgreSQL or SQL Server knowledge

  • Preferred: geospatial data experience including GIS, Oracle Spatial, or ArcGIS

  • Preferred: database development and administration experience

  • Preferred: workflows with approval gates and audit trails

  • Ability to communicate with fisheries scientists and translate requirements into technical specifications

  • Previous NOAA or federal agency experience preferred

  • Employment subject to successful completion of required background checks and customer security processing

  • Ability to work five days per week, generally not exceeding 40 hours

  • Ability to work outside normal hours and overtime when authorized for surveys and field activities
