Job description

Who We Are
At the Community Action Council of Howard County (CAC), we have a mission to diminish poverty and enable self-sufficiency for all Howard County individuals, families, and children in need. We take action towards this mission by focusing on five critical services: housing assistance, food assistance, energy assistance, weatherization assistance, and early childhood education. CAC impacts our local society by changing lives and helping create a pathway through and out of poverty or just providing a hand up when one is needed.
Who You Are
As a Client Services Specialist- Family Engagement at CAC, you will work closely with operational staff to support the delivery of high-quality Early Childhood Education services at your assigned worksite. Your role is critical in enrolling eligible families, ensuring they receive all necessary services, supporting staff in providing services, and coaching parents on their personal and professional goals based on the family's program enrollment type. The ideal candidate for this position will be comfortable representing CAC's two-generation approach to external stakeholders at outreach and community partnership events. The Client Services Specialist needs vital emotional intelligence to help grow and develop CAC's scaling programs.
Responsibilities:
Operational Building Support:
  • Supports the Center Manager in monitoring building compliance and coordinate with internal team members to resolve any issues, ensuring a safe and secure environment for children and staff.
  • Responsible for overseeing site operations in the absence of the Center Manager•

Enrollment:
  • Assists with the enrollment and recruitment of families utilizing the CAC Universal Application for all program offerings.

Case Management:
  • Able to effectively manage a caseload of 40 or more families with various levels of service and need.
  • Conducts proper case management to include inputting and updating all family files based on agency standards and program requirements.
  • Acts as a liaison amongst internal teams at CAC to ensure that all clients are receiving comprehensive services

Data Management:
  • Analyzes, monitors, and tracks report for ECE and family engagement to facilitate the successful implementation of program and school readiness goals.

Family Outreach:
  • Responsible for planning and implementing ECE outreach and family engagement events and maintaining relationships with community partners.

Relationship Building:
  • Establishing Family Partnership Agreements with families

Data Analysis:
  • Participates in Self-Assessment, selection and placement of children, and monitors caseload attendance

Home Visits:
  • Make periodic home visits aligned with program requirements
  • Other duties as assigned

Required Qualifications:
  • Bachelor's Degree with major course work in the social or behavioral sciences, social work, or an equivalent combination of education and experience.
  • Possess or be eligible to obtain qualifications to serve as a Child Care Center Director, in accordance with Maryland State Department of Education - Office of Child Care requirements.
  • 1+ years of experience onsite in the early childhood education setting
  • 1+ years of case management experience in the early childhood education setting
  • Valid driver's license and ability to use personal vehicle to travel between CAC locations and to community locations throughout Howard County
  • Able to work in an agile and evolving work environment
  • Able to work independently and collaboratively with others
  • Strong computer proficiency, especially with Microsoft Office 365 (Word, Excel, and PowerPoint) and Microsoft Teams
  • Able to read, write, comprehend, and speak English

Preferred Qualifications:
  • CAP60 experience
  • Project management experience
  • Early childhood education experience, specifically Head Start and Early Head Start
