Position Overview:

We are seeking a Senior Air Quality Consultant / Project Manager with 10+ years of experience in air quality consulting or engineering. The ideal candidate will have deep expertise in strategic regulatory planning, permitting, compliance, and environmental project management. This role will involve managing complex air permitting projectsโ€”including New Source Review (NSR), Prevention of Significant Deterioration (PSD), and Title V permittingโ€”while serving as a trusted advisor to clients and internal teams. The successful candidate must have a proven track record in managing project teams, budgets, and timelines, and a strong ability to develop long-term relationships with clients and regulatory agencies


Responsibilities:

  • Provide expert-level guidance to clients on complex air quality permitting and compliance issues.
  • Lead the development and execution of NSR, PSD, and Title V permitting projects.
  • Develop and manage project scopes, budgets, schedules, and deliverables.
  • Lead communications with clients, regulatory agencies, and internal teams.
  • Oversee multiple projects and project teams, ensuring on-time, high-quality deliverables.
  • Mentor junior staff to foster technical and professional growth.
  • Identify opportunities for process improvement and client value.
  • Build and maintain strong relationships with existing clients and develop new business opportunities.
Requirements:
  • Extensive experience in air quality permitting and compliance, preferably within the petrochemical industry.
  • Ability to manage complex projects with multiple stakeholders and technical considerations.
  • Strong project management skills, including leadership, time management, budgeting, and team coordination.
  • Excellent communication skillsโ€”both written and verbalโ€”with clients, regulators, and internal staff.
  • Strong analytical and problem-solving skills with a practical, solutions-oriented mindset.
  • Proficient in MS Office (Word, Excel, Outlook, PowerPoint); experience with time/expense tracking software (Deltek Ajera preferred).
  • Deep knowledge of federal and state air quality regulations (e.g., NSR, PSD, NESHAP, NSPS) and the ability to navigate regulatory databases and resources.
  • Comfortable managing diverse industry clients and supervising multiple concurrent project teams.

Qualifications

  • Bachelorโ€™s degree or higher in Engineering, Environmental Science, or a related scientific discipline.
  • Minimum 10 years of environmental consulting or industry experience, with 5+ years in project or team management roles.
  • Proven ability to lead air quality projects and teams from initiation to completion.
  • Strong professional ethics and interpersonal skills to build lasting client relationships.
  • Willingness to travel approximately 10โ€“15% as needed.
