Job Summary
The Clean Water division of Clark County Public Works is currently seeking a Lakes and Watershed Coordinator to lead the development and implementation of Clark County's Lake Management programs focused on restoring water quality in Vancouver Lake and Lacamas Lake. This position will also support strategic watershed planning, coordination, and implementation to reduce nonpoint source pollution.
This position is non-represented and offers a flexible, hybrid work schedule. Qualifications
Program Coordinator II positions coordinate and manage programs of limited scope to major impact within established timelines and budget to meet goals. Incumbents ensure delivery of results, monitor progress and direct activities to include: planning, monitoring, allocating, adjusting, controlling, preserving, and evaluating area of responsibility within a County department, section, unit or division. Specific duties vary based on department of assignment and range of responsibilities.
Work assignments are performed with limited oversight and require considerable independence to establish strategic direction and implementable actions to address complex or unique problems related to lake management. This position works within the boundaries and framework of County policies and procedures, applicable regulations, funding guidelines, and accepted best practices for lake management and nonpoint source pollution reduction.
Education and Experience:
Program Coordinator II positions typically require a job related Bachelor's degree; and/or a combination of experience and specialized training which includes a minimum of two (2) years of experience within the assigned area.
Knowledge of: The principles and practices of public sector organization and program operations; project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development and justification; application and interpretation of County, state and federal laws and regulations relevant to the program area; analysis and evaluation of policies, procedures, public information, and service delivery issues; local and state lawmaking processes; research methods and techniques; trends and practices within the specialized area; and personal computer applications and usage.
Ability to: Effectively plan, direct, and delegate program components; assign, supervise and evaluate the work of subordinates; delegate responsibility and authority to carry out policy directives of the governing authority in an effective and timely manner; write clear and concise reports, memoranda, and letters; analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations; utilize various PC applications at an advanced level; interpret and explain policies, procedures, laws, and regulations; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff.
Other Special Requirements: Some positions require a valid driver's license and a successful criminal background check as required by law.
Selection Process:

It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties
Key tasks and responsibilities include but are not limited to:

• Leading the implementation of the Interlocal Agreement between Clark County and the City of Camas for ongoing water quality efforts in the Lacamas watershed and Lacamas Lake.
• Support the development and implementation of an Interlocal Agreement between Clark County, the City of Vancouver, and Port of Vancouver for Vancouver Lake Management Plan.
• Facilitate Lake Technical Advisory Groups to receive input on long-term lake management planning and implementation.
• Lead implementation of lake treatment activities including harmful algal bloom treatment and treatment of aquatic invasive species.
• Pursue funding opportunities to support lake management efforts in partnership with local stakeholders.
• Manage the Experience Vancouver Lake Education and Outreach contract with the Lower Columbia Estuary Partnership in partnership with the Public Works Community Engagement and Inclusion team.
• Represent Clark County at regional and statewide meetings focused on TMDL planning, nonpoint source pollution, harmful algae bloom management, and other water quality workgroups.
• Work closely with internal subject matter experts to support planning and implementation of lake management activities including but not limited to the Clean Water Division Manager, Stormwater Infrastructure Manager, Community Engagement and Inclusion Manager, Grants and Special Project Coordinator, and other water quality and restoration focused staff to develop strategies for lake management.
• Track, document, report, and present summaries of annual lake management efforts to elected officials and public audiences.
• Prepare executive summaries and briefings for County Leadership on lake management activities and watershed implementation efforts.
• Facilitate coordination between multiple departments and divisions within Clark County including but not limited to the Clean Water division, Parks and Nature, County Lands, and Public Health.
• Establish strong relationships with the various lake stakeholders including but not limited to Friends of Vancouver Lake, the Vancouver Lake Sailing and Rowing Clubs, and the Lacamas Watershed Council.
• Support competitive procurement processes to hire external consultant support as needed. This includes issuance of RFPs to select contractors, establishing scopes of work, executing contracts, and overseeing the development, implementation and active project management of consultant work.

Preferred experience includes:

• Strong public speaking and technical writing skills.
• Ability to interpret local, state, and federal regulations.
• Experience developing and implementing interlocal agreements.
• Comfort completing lakes and watershed focused analysis and interpretating technical information such as water quality data and other assessment results including GIS analysis.
• Experience developing, managing, and implementing new and ongoing programs.
• Strong communication and relationship-building skills to help establish new partnerships and programs to achieve clean water.
• Experience with contract negotiation, execution, and management.
• Ability to facilitate large groups of stakeholders through participatory planning processes.
• Experience supporting budget development.
• Ability to work effectively with multiple stakeholders to identify and implement solutions to complex challenges.
• Experience presenting technical information to members of the public and elected officials.
• Comfort with coordinating, leading, influencing, and without direct authority.
• Experience hosting public meetings and workgroups with large number of attendees.

Retirement Information
All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
