As a Water-Sewer Technician I, you will help install, maintain, and repair potable water lines, sanitary and storm sewer systems, pump stations, lift stations, and related equipment throughout the City's service district. Position Summary
Under occasional supervision, the Water-Sewer Technician I installs, maintains, and repairs potable water lines, sanitary sewer lines, storm sewer lines, pump stations, lift stations, and related equipment within the City of Clinton's service district.
The position operates heavy equipment, machinery, vehicles, and specialized tools to complete daily assignments. Employees must provide professional customer service, follow established safety procedures, participate in an on-call rotation, and respond to emergency callbacks when required.
This position reports to the Water-Sewer Division Manager or designee and does not exercise supervisory responsibility.
Essential Duties and Responsibilities
Responsibilities include, but are not limited to:

• Repair water leaks, sewer backups, broken sewer lines, and related water and sewer equipment.
• Install and repair water and sewer mains, service lines, water meters, water taps, irrigation systems, catch basins, and manholes.
• Replace and repair water valves and fire hydrants.
• Clear sewer blockages and clean storm drains.
• Clear rights-of-way for water and sewer lines.
• Operate boring equipment to install or access utility lines beneath roads and driveways.
• Perform maintenance and repair work on pump stations and lift stations.
• Transport vehicles, machinery, materials, and equipment to and from job sites.
• Perform landscaping and groundskeeping on City and private property when required to complete or restore a worksite.
• Pour and finish concrete following utility installation or repair work.
• Prepare and submit required records, reports, work orders, and related documentation.
• Follow applicable safety procedures and properly use required personal protective equipment.
• Provide courteous and professional service to customers and members of the public.
• Communicate effectively with supervisors, coworkers, other City employees, utility companies, contractors, customers, and the public.
• Participate in the division's on-call rotation.
• Respond to emergency callbacks involving water leaks, sewer backups, equipment failures, and other utility emergencies.
• Perform other duties as assigned.

Equipment Operated
Employees may operate or use equipment and tools that include:

• Dump trucks and utility trucks
• Backhoes and tractors
• Mowers and trenchers
• Boring and tapping machines
• Cement mixers
• Sewer jet and rodding machines
• Sewer cameras and smoker machines
• Water and gas detection meters
• Air compressors and pumps
• Valve turners and pipe-locating equipment
• Generators and blowers
• Cutting torches and welding equipment
• Shoring equipment
• Wood chippers and stump grinders
• String trimmers and landscaping equipment
• Plumbing, mechanical, and carpentry tools
• Various hand and power tools

Minimum Qualifications
Applicants must:

• Possess a high school diploma or GED from an accredited institution recognized by the South Carolina Department of Education.
• Have at least six months of experience in the water-sewer field or a related industry.
• Have at least six months of experience operating heavy construction equipment.
• Possess and maintain a valid South Carolina driver's license.
• Possess or obtain and maintain a minimum Class D Water Distribution license within one year of the date of hire.
• Obtain and maintain a Class C Water Distribution license within two years of the date of hire.
• Be able to participate in an on-call rotation and respond to emergency callbacks.
• Be able to work safely in physically demanding and potentially hazardous conditions.
• Successfully complete all applicable pre-employment requirements.

An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
A valid Class B commercial driver's license is preferred. Employees operating commercial motor vehicles are subject to applicable U.S. Department of Transportation drug and alcohol testing requirements.
Preferred Qualifications
Preference may be given to applicants who possess:

• A valid Class B commercial driver's license
• A current South Carolina Water Distribution license
• Previous municipal water or wastewater utility experience
• Experience operating backhoes, dump trucks, trenchers, or other heavy construction equipment
• Experience maintaining or repairing pump and lift stations
• Experience installing and repairing underground utility lines
• OSHA, confined-space, trench safety, or related safety training
• Basic welding, plumbing, concrete finishing, or mechanical repair skills

• Knowledge of water and sewer installation, maintenance, and repair methods.
• Knowledge of pump and lift station equipment and operations.
• Knowledge of applicable federal, state, and local laws, codes, and regulations.

• Knowledge of safe heavy-equipment operation.
• Knowledge of road, sidewalk, and grounds restoration methods, including concrete pouring and finishing.
• Ability to plan and coordinate daily assignments efficiently.

• Ability to read and interpret reports, blueprints, technical bulletins, policies, rules, and regulations.
• Ability to evaluate work priorities, procedures, and processes.

Physical Requirements
The position requires the ability to:

• Operate heavy equipment, utility vehicles, machinery, hand tools, and power tools.
• Frequently lift, carry, push, pull, or otherwise move objects weighing up to 50 pounds.
• Lift or carry objects weighing up to 100 pounds with assistance.
• Walk, stand, reach, crouch, bend, kneel, crawl, and climb for varying periods.
• Perform strenuous and physically demanding work for extended periods.
• Work in trenches, confined areas, uneven terrain, and active construction or repair sites.
• Safely wear and use required personal protective equipment.

Working Conditions
Work is performed primarily outdoors and may involve exposure to:

Work Schedule
Water-Sewer Technicians generally work a regular schedule but may also be required to work:

• Evenings
• Weekends

• Scheduled on-call rotations
• Extended hours during severe weather, utility failures, disasters, or other emergencies

Safety-Sensitive Designation
This position is designated as safety-sensitive and is subject to the City's Safety-Sensitive Random Drug Testing Policy.
Employees subject to commercial driver requirements must also comply with applicable U.S. Department of Transportation drug and alcohol testing regulations.
