I. Purpose of Job
Assists with the operations of the Stormwater Division of the Engineering Department under the direct supervision of the Stormwater Management Coordinator. Primarily conducts erosion prevention and sediment control inspections of construction sites. Assists in the administration and management of the Water Quality section of the Stormwater Management Program, in order to meet the goals and objectives of the City's MS4 NPDES permit, City of Franklin Stormwater Management Ordinance and stormwater best management practices.
II. Essential Job Duties
A. Assists in maintaining National Pollutant Discharge Elimination System MS4 compliance
  • Conducts on-site inspections and gathers field data; performs and documents permanent stormwater BMP inspections; performs and documents Erosion Prevention and Sediment Control inspections for construction sites within the City. Issues Grading Permits, and performs enforcement actions as needed including issuance of Notice of Violations and Stop Work orders.
  • Assists in monitoring watershed operations which may include designing and implementing stream inspections and monitoring to assess general physical and biological water quality conditions; collecting and documenting related data/findings; conducting ambient wet weather and benthic macro invertebrate sampling and hydrologic monitoring; assisting in planning, installing, maintaining and programming automatic samplers and flow meters; implementing stream assessment protocols and identifying and documenting erosion problems.
  • Assists in the detection and elimination of illicit discharge which includes preparing and conducting field screening sampling of watershed outfall points to identify and eliminate sources of pollutants; conducting compliant investigations of illicit discharge; preparing and conducting pesticide herbicide and fertilizer sampling to identify sources of problem areas;
  • Assist with GIS-related projects (mapping and databases) for the Stormwater Management Program, including Infrastructure, BMP, and MS4 Outfall Inventories. Assists with maintenance of the City's various GIS databases used by various City departments.
  • Assists with regulatory research and reviews and recommends updates to technical specifications and typical standards for all current regulations as related to stormwater management activities.

B. Administrative
  • Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities.

III. Other Job Duties
Performs other job duties as assigned, including:
  • Responsible for enforcing established environmental standards, laws, regulations, and administrative policies and procedures.

VI. Key Competencies Required
  • Job Content Knowledge:
    • Basic knowledge of civil/environmental engineering or biology practices and procedures.
    • Basic knowledge of applicable local, state, and federal regulations.
    • Basic knowledge on environmental/stormwater regulations, water quality issues, pollution preventions, watershed management principles/practices and enforcement/compliance.
    • Basic knowledge or water quality monitoring principles and practices.
    • Proficient with computers and Microsoft products (Word, Excel, Outlook, etc.), Adobe and Bluebeam.
    • Proficient with (or ability to be proficient with) GPS and Arc GIS is desirable.
  • Language Skills: Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Write reports, business correspondence, and procedure manuals. Effectively present information and respond to questions from groups of managers, customers, and the general public.
  • Mathematical Skills: Work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Reasoning Ability: Apply common sense understanding to carry out multi-step instructions furnished in written, oral, or diagram form. Deal with problems by choosing from several known choices with frequent reliance on how problems were dealt with before.
  • Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. VII. Physical Demands and Work Environment
Physical Demands: Performance of the essential duties of this job requires the incumbent to:
  • Must be able to remain in a stationary position 50% of the time.
  • Regularly move about around different worksites.
  • Constantly operates equipment or machinery such as blowers, pressure washers, backpack blowers, various hand tools, mini-packer, bobcat, and golf carts. (change this to reflect the actual equipment employee will use).
  • Frequently positions self to maintain work area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally ascends/descends ladders.
  • Regularly moves/transports up to 20 pounds.
  • Occasionally moves/transports up to 50 pounds. (fluctuate the pounds depending on what's required in old job description)

Work Environment: Performance of the essential duties of this job requires:
  • Occasional work near moving mechanical parts
  • Occasional work in high, precarious places
  • Occasional work with fumes or airborne particles
  • Occasional exposure to vibration
  • Occasional work in outdoor weather conditions
  • Occasional risk of electrical shock

The work environment is moderately noisy (business office with computers and printers)
Minimum Requirements

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelor's degree in environmental science, biology, engineering or related field or equivalent plus 2 years of related experience and/or training, or an equivalent combination of education and experience.
Required Certifications/Licenses:
  • TN Driver's License
  • TDEC Level 1 (Must be obtained prior to completion of the probationary period)
  • TDEC Level 2 (Must be obtained prior to completion of the probationary period)
  • Tennessee Stormwater Control Measures (SCM) Inspection and Maintenance (Must be obtained prior to completion of the probationary period)
  • 10 Hours OSHA Training within 1 month of employment
  • Confined Space Entry Training for Construction within 1 month of employment
