The Role

Acts as Certified Operator in accordance with requirements defined in O Reg. 128/04 to perform operational, maintenance, and emergency work on water treatment and water distribution systems; and operates, repairs, modifies, retrofits, and installs electrical equipment, standby power, UV equipment, and chlorine and ozone equipment and systems.ย 

Duties/Responsibilities
  • Operates; performs predictive, preventive, and corrective maintenance; and installs new and modified equipment (e.g., well pumps, booster pumps, chemical systems, UV equipment, ozone equipment, filter systems, valves, lighting, heating, distribution centres, transformers, motors, magnetic starters, air circuit breakers, capacitors, ballasts, UV lamps, cables, bus work) in low and high voltage applications up to 27.6 KV. Designs electrical systems, considering components such as amperage, conduit, and controls, ensuring compliance with Electrical Safety Authority (ESA) standards. ย ย 
  • Maintains logs and work orders on operations, maintenance failures, and servicing. ย Completes work order forms and inventory control cards. ย Produces test results and activity reports. ย Maintains up-to-date documentation of maintenance activities and records, manuals, wiring schematics, and work records for the computerized maintenance management system (CMMS).ย 
  • Provides recommendations for preventive maintenance program (e.g., operating, maintenance, and safety procedures, equipment testing, inspection, frequency, set point/control point).
  • Inspects, monitors, adjusts, and starts/stops water treatment/distribution equipment, disinfection systems, chemical systems, electrical equipment, and control indicator equipment. ย  Installs well pump motors, chemical pumps, and UV equipment, and documents required maintenance upgrades to ensure equipment meets all regulatory health and safety and ESA requirements. ย Inspects, maintains, and operates diesel generators, diesel fire pumps, and portable generators. ย 
  • Performs on-call response to emergency situations on all water treatment and distribution equipment and disinfection systems, and performs emergency repairs on electrical systems including high voltages up to 27,600 volts for water treatment and distribution systems. ย Installs conduit and wiring for control circuits and assists to install instrumentation and control equipment. ย Provides electrical isolation for operational and maintenance staff, and participates in electrical trade lock program. ย Notifies appropriate staff of need for major repairs to non-electrical equipment and assists as required.ย 
  • Determines cause of failures and takes action to correct, including performing repairs or notifying utility company for problems outside the Region's scope of responsibility.
  • Troubleshoots and maintains UV systems. ย 
  • Installs, sets up, maintains, repairs, tests, and/or troubleshoots variable frequency drives, soft starts, and automatic and manual transfer systems/switches.ย 
  • Locates electrical lines and uncovers underground equipment requiring repair or testing.
  • Maintains online documentation for electrical installations and changes as per ESA.
  • Maintains electrical library, including manuals, drawings, and schematics.
  • Performs other related duties as assigned.

Knowledge, Skills, and Abilities
  • Comprehensive working knowledge of the repair, maintenance, and operation of current technology for water treatment plants; process control and electrical distribution systems; electrical control; UV disinfection systems; variable speed, soft start, low voltage, and across-the-line motor starters and control circuits and electrical motor controls; reading and interpreting technical drawings, blueprints, bulletins, instrumentation and control drawings, and operation, maintenance, and repair manuals; using precision measuring tools; dismantling, measuring, and repairing electrical equipment; and using related tools, normally acquired through a 2-year community college diploma as an Electrical Technician-Industrial or equivalent program plus 3 years of Journeyperson status as a Construction & Maintenance Electrician (309A) or Industrial Electrician (442A) -OR- Grade 12 plus Journeyperson status as a Construction & Maintenance Electrician (309A) or Industrial Electrician (442A) plus 5 years of experience with Journeyperson status. ย In either case, experience must include working on high voltage systems and switchgear, high horsepower electric motors, diesel generators and related components, motor control systems, and electrical control systems.ย 
  • Must possess current MOE Class II Water Distribution Certificate and Class II Water Treatment Certificate (or attain within 4 years of hire). ย Must attend 50 hours of annual training, as stipulated by MOE. ย Must maintain current training and licenses. Valid Class G driver's license (or G2 with 3 years of driving experience) and satisfactory driving record are required to operate a Regional vehicle.
  • Knowledge of troubleshooting, maintaining, and repairing high voltage substations, transformers, and switch gear equipment (4.16kV-27.6kV) normally acquired through classroom and on-the-job training and experience. Knowledge of diesel generators, auto/manual transfer switches, control systems, and related equipment.ย 
  • Knowledge of emergency first aid, chemical systems (including anhydrous ammonia, gas chlorination, ozone), confined spaces, WHMIS and related safety procedures, Occupational Health &Safety Act, CSA Z2462 arc flash standards, corporate safety policies and procedures, Canadian Standards Association 282, Ontario Electrical Safety Code, ESA and Electrical & Utilities Safety Authority requirements, Safe Drinking Water Act, Ontario Drinking Water Protection Regulation, and O Regs 165/04 and 128/04.
  • Analytical, problem solving, and decision-making skills to assist in resolving complex electrical issues related automated control systems. ย Organizational skills to properly sequence procedures for system shutdowns and startups, notifying staff, ordering materials, performing safety measures, and monitoring completed work for regulatory compliance. ย Ability to create and implement computerized maintenance programs for remote sites; use electrical test equipment; and diagnose and replace faulty electrical equipment.ย 
  • Computer skills with basic knowledge of Microsoft Office (Outlook, Word, Excel), a computerized work order system (e.g., CMMS), the Internet (sufficient for sourcing information and pricing). ย Working knowledge of AutoCad to create, provide, and edit electrical drawings.
Additional Knowledge, Skills, and Abilities
  • Ability to participate as an effective team member, and support and project the Region's values.ย 
  • Reads and creates electrical, single-line, and building drawings and reads technical articles and manuals to keep knowledge current. ย 
  • Prepares test results and activity reports; computerized work orders; timesheets; summaries and inspection documents for new plant acceptance; activity lists for CMMS; and emails and memos. ย 
  • Discusses requirements with suppliers; obtains information from a variety of sources to perform diagnostic work. ย Communicates technical information with co-workers and senior staff and participates in technical review and design and construction meetings.ย
