Job Title: Chief Estimator

Reports To: VP of Operations / General Manager
Position Summary
The Chief Estimator provides strategic and operational leadership for all estimating and preconstruction activities. This role oversees the development of accurate, competitive bids while managing estimating teams, standardizing processes, and partnering closely with operations and executive leadership to support profitable growth.
Key Responsibilities
  • Lead and oversee all estimating activities for private and public civil construction projects.
  • Review and approve detailed cost estimates, budgets, and bid proposals prior to submission.
  • Establish and maintain estimating standards, procedures, and best practices.
  • Provide mentorship, leadership, and technical guidance to estimators and preconstruction staff.
  • Collaborate with operations, project management, and executive leadership to align bids with execution capabilities.
  • Evaluate project risks, assumptions, and opportunities to support informed bid decisions.
  • Develop and maintain strong relationships with subcontractors, suppliers, and industry partners.
  • Analyze market trends, historical cost data, and production rates to ensure competitive pricing.
  • Support value engineering initiatives and alternative solutions to maximize project success.
  • Participate in high-level bid strategy meetings and go/no-go decisions.
  • Ensure accurate documentation and effective handoff from preconstruction to operations.
Qualifications
  • Extensive experience in construction estimating, preferably within civil construction.
  • Proven leadership experience managing estimating or preconstruction teams.
  • Strong business acumen with the ability to evaluate financial and operational risk.
  • Excellent communication, presentation, and interpersonal skills.
  • High level of professionalism and ability to maintain confidentiality.
Technical Skills
  • Advanced proficiency with Bluebeam Revu, HCSS HeavyBid, and AutoDesk Build.
  • Strong working knowledge of Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.
