Position Summary

The Vice President, Supply Chain & Manufacturing Policy reports to the Chief Policy Officer and leads ACP's strategy and policy development related to supply chain resiliency, domestic manufacturing, trade, critical minerals, cybersecurity, and other issues critical to the deployment and growth of clean energy technologies. Key goals include working with industry to ensure socially and environmentally responsible supply chains, building a durable and reliable supply chain for critical components and minerals, and advancing policies that support the expansion of domestic clean energy manufacturing capacity. 

Working closely with ACP members, industry stakeholders, and cross-functional teams, the Vice President establishes long-term strategic priorities, develops industry-supported policy positions, and helps shape ACP's approach to emerging supply chain and manufacturing challenges. The role partners closely with Advocacy, Markets & Research, Communications, Events, and other teams to ensure ACP's priorities are informed by robust research, aligned across the organization, and effectively advanced through the association's broader policy and advocacy efforts. 

The Vice President leads a team of policy professionals and external partners, fostering a culture of collaboration, accountability, strategic thinking, and continuous development while ensuring effective execution of ACP's supply chain and manufacturing objectives. Excellent communication, stakeholder management, leadership, and organizational skills are essential. The renewable energy industry is a fast-paced, rapidly evolving environment requiring the ability to balance long-term strategy with execution, navigate complex issues, and build alignment across diverse stakeholders.

Supply Chain & Manufacturing Strategy 

• Shape and lead ACP's narrative and strategy around the growth of domestic manufacturing in coordination with ACP leadership and key internal partners, including Advocacy, Policy, Communications, Events, and Markets & Research, ensuring alignment with ACP's broader strategic priorities and industry objectives. 
• Develop and advance strategic plans for additional investments and incentives to reshore domestic manufacturing jobs, including federal, state, and local policy opportunities that accelerate investment, strengthen supply chain resiliency, and advance ACP's manufacturing and competitiveness goals. 
• Build the research foundation for ACP's policy priorities in collaboration with the Markets & Policy Analysis team through the management and execution of studies that assess the state of domestic clean energy manufacturing and inform ACP's long-term policy and advocacy agenda. 
• Further develop emerging areas of ACP member interest, including supply chain risk management, power grid equipment, cybersecurity, manufacturing safety, critical minerals, and recycling, by identifying industry needs, evaluating policy implications, and establishing strategic priorities that position ACP and its members to address evolving challenges. 

Industry Leadership & Organizational Impact 

• Regularly convene ACP member companies and lead relevant committees and working groups to solicit input, build consensus, and organize the industry around shared goals and objectives related to ACP's supply chain and manufacturing priorities. 
• Foster strong cross-functional partnerships across ACP, aligning policy development, advocacy, research, communications, events, and member engagement efforts to advance organizational priorities and ensure coordinated execution of supply chain and manufacturing initiatives. 
• Lead, develop, and mentor a high-performing Supply Chain & Manufacturing Policy team through clear priorities, coaching, professional development, and accountability, while effectively managing consultants, budgets, and resources to achieve strategic objectives. 
• Serve as a subject matter expert and representative of ACP and its member companies on supply chain and domestic manufacturing issues, engaging with policymakers, industry associations, media, conferences, and other stakeholder forums to advance ACP's priorities, strengthen industry relationships, and elevate the association's leadership on key issues. 

Education, Experience, Skills

• Bachelor's degree in public policy, business, political science, or a related field required. JD with relevant practice expertise in trade law and/or Master's Degree helpful but not required. 
• 12+ years of progressive experience in relevant advocacy, government, or corporate affairs roles with demonstrated work in supply chain, trade law, and policy matters. 
• Commercial or procurement experience, as well as experience interacting with or working for a trade association, is desired but not required. 
• 5+ years of demonstrated leadership experience, including the ability to influence large and varied groups of people, develop high-performing teams, and drive alignment among both internal and external stakeholders. 
• Demonstrated expertise in supply chain, trade, manufacturing, industrial policy, or related issues affecting the energy sector, including familiarity with key statutes, regulations, and regulatory entities. 
• Proven ability to develop strategic priorities, translate complex policy and market dynamics into actionable recommendations, and advance organizational and industry objectives. 
• Demonstrated success building consensus, fostering trusted relationships, and influencing decision-making among members, policymakers, industry leaders, and cross-functional partners. 
• Excellent communication, stakeholder engagement, and public speaking skills, with the ability to effectively represent ACP and communicate complex issues to a variety of audiences. 
• Strong critical thinking, judgment, and problem-solving capabilities, with the ability to navigate competing priorities and evolving policy challenges. 
• Technical writing and editing skills required, with the ability to communicate complex information clearly and effectively. 
• Demonstrated ability to manage multiple priorities, work collaboratively across teams, and deliver results in a fast-paced environment. 

Job Conditions

We are a fast-paced, high-energy organization with a very ambitious agenda and a staff that is highly motivated. This position may experience high-level work demands and independent decision-making under tight timelines. Occasional travel to or outside of the Washington, DC area for meetings or events may be required. Applicants must be currently authorized to work in the United States on a full-time basis. ACP will not sponsor applicants for work visas.  

We reasonably believe that the base salary range for this position is $230,000- 270,000. At ACP, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs.
