Job Description Summary:
This position will lead the development and implementation of application solutions that support business needs, strategic objectives, and digital transformation initiatives. Responsible for overseeing the design, development, testing, deployment, and ongoing support of software applications, this role will ensure the delivery of scalable, secure, and high-quality technology solutions.
This role will collaborate closely with cross-functional business and technology teams to align application strategies with organizational goals and priorities. This position will manage a high-performing team focused on delivering solutions on time and within budget while providing strategic direction on emerging technologies, industry trends, and application development best practices.
Working in partnership with senior leadership, this role will drive innovation across the organization and lead the strategy, adoption, and integration of AI-enabled capabilities. By embedding intelligent automation, generative AI, and data-driven innovation into application platforms, products, and services, this leader will help create enterprise and system-wide value while enhancing operational efficiency and user experiences.

Responsibilities include but are not limited to:

  • Vision and Strategy: Develop and implement strategies for evolving technology platforms, products, and services to support business opportunities and efficiencies.
  • Technology Integration: Stay updated on new technologies and incorporate them into the organization's technology portfolio.
  • Application Development Oversight: Manage custom and packaged application development for various customer groups, ensuring effective digital experiences and system operations.
  • Lifecycle Support: Oversee the full lifecycle of systems, from design to operation, involving internal teams, external vendors, and managed services partners.
  • Operations Management: Ensure stability and performance of core IT systems and application management functions, meeting service level agreements (SLAs).
  • Staff Management: Lead and manage while fostering an engaged, high-performing team.
  • Leadership: Demonstrate strong leadership and advocate for technology services within the organization. Act as a change agent, driving modernization, Agile delivery, and cloud-focused initiatives.
  • Relationship Building: Build and maintain relationships across the organization and with external partners, advocating for technology services.

The posting range for this position is:

$278,000.00 - $360,800.00


Required Education, Certifications and Experience:

Education

  • Required Bachelor's Degree or equivalent work experience
  • Preferred Master's Degree

Experience

  • Required 15+ Years work experience in a related environment, preferably healthcare related and focused on developing, implementing and maintaining large scale multi-platform products and services. senior management experience with demonstrated knowledge of strategic planning and experience developing and implementing strategies for achieving business objectives and organizing and managing multiple priorities.


Knowledge Skills and Abilities:

  • Requires excellent oral and written communications skills with the capabilities to negotiate, persuade, and make effective presentations to varying audiences internal and external to BCBSA.
  • A high level of confidence, integrity, can-do attitude, and critical thinking skills are required, as well as a professional executive presence for interacting with and influencing key leadership
  • Excellent interpersonal skills for building and fostering key relationships. Must be able to effectively represent BCBS in various forums and with various audiences.
  • The ability to establish credibility and be decision and results oriented while balancing varying business considerations/priorities is critical, as well as is the ability to demonstrate good judgment and critical thinking relative to problem analysis/resolution at both the strategic and functional levels.
  • Must have demonstrated leadership skills relative to staff management and achieving results through others.
  • Demonstrates strong knowledge of AI, generative AI, and intelligent automation technologies, including their practical application, governance, and business value within an enterprise environment.
  • Ability to lead the adoption of AI-enabled solutions that enhance customer experience, operational efficiency, software delivery, and business outcomes.
