Location: Oklahoma City, OK-Remote but in person may be required periodically for meetings
Application Developer
• Current state: o Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024 o Member portal modernized July 2025 o All IS resources support legacy systems while simultaneously building modernized ones o Project charter and Software Development Life Cycle established and in practice o Environment and foundation for modern applications defined and nearing completion • Expected outcomes: o All major systems operate on the Azure platform with improved performance, scalability, and maintainability. o Retirement of ALICE and elimination of legacy technical debt. o Reduced manual work, fewer errors, and significantly improved turnaround times. o A modern document storage and capture solution, with improved workflows and reduced fragmentation o Enhanced security posture. o Improved user satisfaction and accessibility. o Greater operational resilience and adaptability. o Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure.
Requirements
• Knowledge of modern application development frameworks, programming languages, and secure coding practices • Knowledge of software development lifecycle (SDLC) methodologies, including Agile • Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition • Knowledge of TRS business rules, including those specific to the Pension Software System • Familiarity with legacy systems architecture, dependencies, technologies, and integration points • Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review • Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements • Skill in developing clear, actionable user stories and maintaining a prioritized backlog • Skill in developing APIs, system interfaces, and automation workflows • Ability to deliver high-quality work output with minimal defects • Ability to translate technical specifications into maintainable, production-ready software • Ability to collaborate effectively with TRS technical staff, analysts, testers, and project managers • Ability to manage multiple development tasks and meet established timelines • Ability to communicate complex concepts clearly to both technical and non-technical audiences
