Job description

Duties * You will provide services in creating and distributing articles, photos, videos, multimedia files, and print and web design products to support the Navy's communications strategies. * You will research, plan, execute and evaluate communcation activities and outreach events that further the Navy's communication goals. * You will lead engagements and respond to the general public, members of the media, and other internal and external stakeholders through in-person and online engagement platforms. * You will provide advice to the supervisor and appropriate staff on all matters relating to assigned communication activities in a timely manner. * You will provide recommendations on the establishment, maintenance, usage and monitoring of processes and formats to assist the Navy in accomplishing its communication research, planning, executions and assessment missions. * You will collaborate with others to update processes and formats, assess the authenticity, accuracy, and value of information, and provide effective strategies in positioning the organizational narrative . * You will use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to issues. Requirements Conditions of employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. Qualifications GS12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience in developing and implementing national strategic communication plans tailored to specialized and general audiences; * Experience utilizing social and digital media administration tools, media analysis software, and contact services; * Experience developing and implementing media plans and operations, including interview preparation; * Experience with analyzing digital product performance to measure message delivery effectiveness; * Experience creating and editing innovative materials with written, graphical, and/or visual information to stimulate interest for release; GS11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience applying knowledge of Federal public affairs principles, practices, and communication techniques; * Experience in collecting and analyzing the views and opinions of various agency publics to assist in developing recommendations to stimulate interest in agency programs; * Experience supporting research and validating media outlets and representatives, assessing audience sentiment and communicating objectives on existing and emerging issues; * Experience verifying accuracy of content submitted and ensuring compliance with recognized style guides, regulations, and policies; OR- possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Additional qualification information can be found from the following Office of Personnel Management web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
