About this Job DISTRICT 61 - UNIT 170 - EAST BATON ROUGE PARISH At DOTD, our mission is to empower communities and improve lives by delivering responsive, inclusive, and forward-thinking public services. We are proud to serve the people of Louisiana with integrity, innovation, and a deep commitment to equity. About this position: The overall function of this position is to serve as a project manager for District design projects and consultant contracts, providing technical expertise and assistance to the District personnel as it applies to roadway design, pavement preservation and plan development.

This position is located in the District 61/Unit 001 Main Headquarters Building in Baton Rouge of the Department of Transportation and Development and reports directly to the Assistant District Administrator of Engineering. The incumbent must be self-motivated and be able to perform duties many times with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals and directives. Position serves as a Project Manager on in-house and consultant-designed projects, providing technical expertise and assistance to the District Administrator, Assistant District Administrator of Engineering, Program Delivery/Design Engineer, Area Engineers, Lab Engineer and Project Engineers. Position receives general administration direction from the Assistant District Administrator of Engineering.

The incumbent manages consultant contracts by developing project scopes, negotiation of man-hours and fees, establishing contract time requirements, establishing design criteria, monitoring progress for work quality and quantity, reviewing acceptability of plans and approving or rejecting final acceptance of plans, and approves invoices for payment. Minimum Qualifications Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience; or Six years of professional engineering experience. EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience.

NOTES: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana

2. Six years of professional engineering experience, four years of which must include experience in a Project Engineer's Office, or in design, construction, or maintenance of roads and/or bridges. Job Duties and Other Information Job Duties: Serves as a project manager for District design projects and consultant-designed projects. Manages consultant contracts by developing project scopes, negotiation of man-hours and fees, establishing contract time requirements, establishing design criteria, monitoring progress for work quality and quantity, reviewing accountability of plans and approving or rejecting final acceptance of plans, and approves invoices for payment. Serves as Project Manager for District pavement preservation projects, reimbursable projects, emergency projects, and Safety projects.

Ensures all design milestone dates are met on time Provides plan reviews as part of the design quality control process. Administers and provides technical guidance for engineering design projects. Assists with efforts related to the Road Transfer program including attending preliminary discussion meetings and preparing resolutions for adoption, descriptive aerials of limits of the transfers and other related documents.
