Job description

Job Title:              Public Works Director

Department:      Public Works

Supervisor:         City Manager

FULL SALARY RANGE:     $148,948.80 - $211,577.60 annually        Commensurate to experience

This is a Full-time/Exempt position

BENEFITS: Health insurance, dental insurance, vision insurance, Life and AD&D insurance, disability insurance, retirement plans, employee assistance programs, companypaid training, education reimbursement, vacation accrual, sick leave, and 11 paid holidays.

REMOTE/HYBRID: Typical schedules are in-office Monday through Friday. Remote and flexible scheduling may be discussed upon hire and supervisor approval.

RELOCATION: This position is located in Greenwood Village, Colorado. Relocation assistance is not provided.

About the Role

The Public Works Director serves as the strategic and operational leader of the Public Works Department, overseeing the Engineering, Operations, and Fleet Programs. This role is responsible for directing departmental programs, administering the budget, establishing service levels, and ensuring that the Village’s infrastructure and capital projects are effectively maintained, developed, and executed.

As a key member of the organization’s leadership team, the Director represents the department before the City Manager, elected officials, and the public. The role also supports emergency response operations during weather-related or other emergency situations.

Essential Duties and Responsibilities

A. Management of the Department
  • Manages all Public Works services and activities, including Engineering and Operations.
  • Develops and implements departmental goals, policies, and priorities.
  • Establishes staffing and service levels, and evaluates the effectiveness of service delivery.
  • Oversees budget development, forecasting, expenditures, and adjustments.
  • Explains and defends departmental programs and resolves complex issues.
  • Represents Public Works across departments and with elected officials and outside agencies.
  • Serves as a key advisor to the City Manager; prepares reports and correspondence.
  • Provides leadership during emergencies; inspects public infrastructure and recommends action.
  • Responds to and resolves citizen concerns and inquiries.
B. Administration of Department Operations
  • Directs work programs through subordinate managers; assigns and reviews projects.
  • Assesses workloads, administrative systems, and reporting structures; identifies improvements.
  • Selects, trains, motivates, and evaluates personnel; administers discipline when necessary.
  • Oversees street repair, maintenance, replacement, and underground utility projects.
  • Ensures capital construction within rightsofway complies with plans and specifications.
  • Manages the annual Capital Improvement Program from design to construction.
  • Conducts regular department meetings to maintain effective operations.
C. Representation & Coordination
  • Participates in meetings with the public, contractors, metro districts, government agencies, City Council, and the Mayor.
  • Attends professional association meetings and stays current on industry best practices.
D. Field Work
  • Conducts field inspections to investigate infrastructure conditions and review construction.
  • Communicates infrastructure findings and project updates to City Council and stakeholders.

Education & Experience
  • At least six years of progressively responsible public works experience, including three years in an administrative and supervisory role.
  • Bachelor’s degree in civil engineering, public administration, business administration, or a related field.
  • Valid driver’s license with a driving record acceptable to the City’s insurance carrier.
