The Bureau of Nursing and Health Services (BNHS) in the Division of Statewide Services lends support to provider agencies across New York State.

This position is in the Bureau of Nursing and Health Services in the Division of Statewide Services. The RN 2 will work under the supervision of the RN 3 Consultant Developmental Disabilities and will be responsible for:

• Identify and use statewide and provider specific reportable data to identify trends in quality nursing and health care and outcomes.
• Develop tracking systems using available data sources to prioritize the Bureau's areas/topics of support to voluntary providers.
• In collaboration with the Division of Quality Improvement (DQI), track and trend voluntary provider health-related critical and significant events (CSEs) to identify trends in substandard care/performance to inform the development of educational supports with the goal of preventing recurrence.
• Uses available data to identify specific gaps and needs in nursing and health care services, and develop programs to address identified clinical needs.
• Utilize identified trends in questions submitted by providers to determine, develop and present relevant educational topics for voluntary providers utilizing synchronous (i.e., live in-person, live virtual) and asynchronous (i.e., pre-recorded) methods of training.
• Develop a program for and provision of instructional and learning opportunities for voluntary agencies to meet a person's care needs in the community following hospitalization and skilled nursing facility stay using in-person, virtual and pre-recorded methods of training.
• Participate in the development and implementation of preventive healthcare and incident prevention educational materials as needed across programs (e.g., residential, day habilitation) related to health issues and proactive care and protections for people with developmental disabilities.
• Review and evaluate the success of guidance and education provided to voluntary providers and update training materials accordingly.
• Interpret policy and regulatory guidance and understand the impact on standards of care on people served. Clearly articulate, verbally and in writing, regulations/policies to a diverse group of stakeholders including OPWDD leadership and voluntary provider agency leadership/staff.
• Meet with the OPWDD state operated and voluntary providers to identify issues and concerns related to the provision of nursing and health services, to plan solutions, to identify issues and to formalize working relationships.
• Review, analyze and respond to concerns presented by voluntary providers and offer support and education that foster positive communication, continued outreach, and improve confidence.
• Evaluate and assess people with medically complex needs and implement solutions to support continued community living.
• Participate in the Director of Nursing Community of Practice (CoP) and coordinate workgroups to address learning opportunities that will support the improvement of nursing and health care and regulatory compliance.
• Monitor and respond to questions received through the Bureau's mailbox. To respond to provider questions, the RN 2 will research and review applicable regulations, relevant OPWDD programmatic policies, and work collaboratively with OPWDD regional field office and OPWDD state operations staff.
• Research and develop needed health and safety trainings for providers. The content and audience will vary for each training and the RN 2 will be responsible for ensuring all trainings have clear learning objectives, are appropriately geared to each audience (e.g., direct support professionals, clinical staff), and that principles of plain language are implemented.
• Complete recording of trainings for Statewide Learning Management System (SLMS) and other identified learning management systems and complete all quality assurance activities so that all recorded trainings are accurate and easily understood.
• As needed partner with the Preadmission Screening and Resident Review (PASRR) RN 3 to complete on-site evaluations of people in nursing homes who may be suitable for community placement.
• Statewide travel as needed to support provider agencies.
• Other duties as assigned to support the division and goals of the agency.
• Travel percentage is an estimated average; actual travel time varies to support the needs of the Bureau.

Minimum Qualifications

Applicants must possess a license and current registration as a registered professional nurse in New York State; and two years of post-licensure clinical nursing experience. One year of this experience must have been providing direct services to individuals diagnosed with mental illness, developmental disabilities, addiction, or substance use disorders in a community setting.

Substitution:

A bachelor's degree in nursing may substitute for one year of general post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of general post-licensure clinical nursing experience.

Transfer:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications:

The ideal candidate will have experience working in an OPWDD certified setting and developing and delivering trainings to staff within that role or as a nurse educator in an OPWDD certified setting.

• Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 20 ($74,193), Increased Hiring Salary ($9,980), Geographic Pay Differential ($35,000), and Downstate adjustment ($4,000). Geographic Pay Differential and Downstate adjustment are added to the job rate ($94,121).
