Director of Safety OperationsThe Director of Safety Operations provides leadership for Bay Area Hospital's enterprise safety programs, overseeing Security Services, Emergency Preparedness, Environment of Care, Workplace Violence Prevention, Occupational Health, and Hazardous Materials (Hazmat) programs. POSITION SUMMARY

PRINCIPLE DUTIES AND RESPONSIBILITIES
- Develops and implements Bay Area Hospital's enterprise safety strategy in alignment with the organization's mission, vision, values, and strategic priorities.
- Provides leadership for Security Services, Emergency Preparedness, Environment of Care, and Workplace Violence Prevention.
- Serves as the advisor to Executive Leadership team regarding organizational safety, security, emergency preparedness, regulatory compliance, and enterprise risk.
- Develops departmental strategic plans, operating budgets, capital requests, annual goals, and performance metrics.
- Promotes a culture where safety, accountability, preparedness, collaboration, and continuous improvement are organizational priorities.
- Represents Bay Area Hospital with community emergency response partners, healthcare coalitions, law enforcement, fire agencies, public health organizations, and regulatory agencies.
Security Operations
Provides strategic and operational oversight for all hospital security services.
- Directing daily security operations across all Bay Area Hospital campuses.
- Overseeing physical security systems including: access control, video surveillance, visitor management, infant security systems, parking security, duress alarms, security technology
- Developing security policies, procedures, and response protocols.
- Leading investigations involving security incidents and coordinating with local, state, and federal law enforcement when appropriate.
- Evaluating emerging security technologies and recommending capital improvements.
Emergency Preparedness
Serves as the organization's Emergency Management Program Director. Responsible for maintaining and continuously improving:
- Emergency Operations Plan
- Hazard Vulnerability Analysis
- Hospital Incident Command System (HICS)
- Continuity of Operations Planning
- Business Continuity Plans
- Disaster Recovery Planning
Leads the organization's emergency preparedness program by:
- Coordinating multidisciplinary emergency planning activities.
- Conducting required emergency exercises, drills, and simulations.
- Developing after-action reports and corrective action plans.
- Maintaining compliance with Joint Commission Emergency Management standards and CMS Emergency Preparedness requirements.
- Coordinating participation with regional healthcare coalitions and community emergency response agencies.
- Serving as an advisor to Hospital Incident Command during emergency operations and major disaster events.
Environment of Care
Provides oversight of Bay Area Hospital's Environment of Care Program. Serves as Chair of the multidisciplinary Environment of Care Committee.
- Establishing organizational priorities related to Environment of Care performance.
- Coordinating Environment of Care rounding throughout the organization.
- Monitoring trends, deficiencies, corrective actions, and performance improvement initiatives.
- Supporting organizational readiness for accreditation and regulatory surveys.
- Collaborating with Facilities Management regarding the Environment of Care management plans while recognizing Facilities' operational responsibility for utilities, life safety systems, and medical equipment management.
- Monitoring organizational compliance with Joint Commission Environment of Care standards.
- Reporting Environment of Care performance and organizational risks to executive leadership.
Workplace Violence Prevention
Provides leadership for Bay Area Hospital's Workplace Violence Prevention Program. Serves as Co-Chair of the multidisciplinary Workplace Violence Prevention Committee.
Responsibilities include:
- Developing enterprise-wide workplace violence prevention strategies.
- Overseeing threat assessment processes and violence prevention initiatives.
- Collaborating with Human Resources, Nursing Leadership, Security, Behavioral Health, Employee Health, Risk Management, Medical Staff Leadership, and Legal Counsel.
- Monitoring workplace violence trends and organizational performance metrics.
- Overseeing violence prevention education and de-escalation training.
- Ensuring compliance with applicable OSHA guidance and healthcare workplace violence regulations.
Occupational Health
- Provides strategic and operational oversight of Bay Area Hospital's Occupational Health program, supporting employee health, workforce safety, regulatory compliance, and organizational readiness.
- Provides leadership and oversight for Occupational Health services, programs, policies, and workflows.
- Oversees employee health programs related to occupational exposures, workplace injuries, immunization and surveillance requirements, and return-to-work processes in collaboration with Human Resources, Infection Prevention, Risk Management, and clinical leadership.
- Ensures Occupational Health practices support applicable OSHA, Oregon OSHA, CMS, Joint Commission, and other regulatory requirements.
- Monitors Occupational Health trends, program metrics, compliance risks, and opportunities for performance improvement.
- Supports development and implementation of employee safety education, exposure-response protocols, and occupational health initiatives.
- Supports processes with Occupational health and new employee onboarding for drug screening and vaccination review and readiness.
Hazardous Materials (Hazmat)
- Provides leadership and oversight for the hospital's Hazardous Materials program as part of the organization's comprehensive safety and Environment of Care strategy.
- Oversees development, implementation, and evaluation of hazardous materials and hazardous waste management policies, procedures, and response plans.
- Coordinates organizational preparedness for hazardous material spills, exposures, releases, and decontamination events.
- Partners with Facilities, Pharmacy, Laboratory, Environmental Services, Nursing, Emergency Preparedness, Infection Prevention, and other departments to identify and mitigate hazardous material risks.
- Supports compliance with applicable OSHA, Oregon OSHA, EPA, DEQ, Joint Commission, and other hazardous materials and hazardous waste requirements.
- Ensures appropriate training, drills, documentation, personal protective equipment, and response resources are maintained for hazardous materials incidents.
- Monitors hazardous materials program performance, identified deficiencies, corrective actions, and regulatory readiness.
SKILLS AND ABILITIES

EDUCATION/CERTIFICATIONS/LICENSES/DEGREES
- Bachelor's degree in Healthcare Administration, Business Administration, Emergency Management, Homeland Security, Occupational Safety, Environmental Health and Safety, Criminal Justice, Public Administration, Public Health, or a closely related field is required.
- An equivalent combination of education and progressively responsible leadership experience may be considered in lieu of a bachelor's degree.
- Candidates substituting experience for a degree must possess a minimum of ten (10) years of progressively responsible experience in healthcare security, emergency management, occupational safety, healthcare operations, military leadership, law enforcement, public safety, or a closely related field.
- Master's degree in Healthcare Administration, Business Administration, Public Administration, Emergency Management, or a related discipline is preferred.
EXPERIENCE
Required
- Minimum seven (7) years of progressively responsible leadership experience in healthcare operations, emergency preparedness, security, occupational safety, public safety, military leadership, law enforcement, or a related field.
- Minimum three (3) years leading managers, supervisors, or multidisciplinary teams.
