Job description

Church Pension Group (CPG) is a financial services organization that serves the Episcopal Church, located in Midtown Manhattan. CPG was founded in 1917 to provide pension benefits to eligible clergy of the Episcopal Church. Since then, its mission has expanded to include life and disability insurance, health benefits, property & casualty insurance, and publishing.
The VP, Tax Management & Compliance assist the Vice President and Senior Vice President of Tax Management & Compliance ("VP" and "SVP") regarding all tax functions of The Church Pension Fund and its affiliates (collectively, "CPG"). This includes tax planning, research, and day-to-day compliance, both within the United States and globally, in an effort to maintain tax compliance of the organizations.
In addition, this includes addressing non-tax compliance matters that arise from within the Corporate Finance department and working with other CPG compliance coordinators to document and resolve compliance events and communicating the outcomes. Also, expected to serve as the backup for the VP and SVP Tax Management & Compliance when the VP and SVP Tax Management & Compliance are unavailable.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Operate as a technical resource to the various business / corporate units within CPG including Corporate Finance, Business Compliance, Human Resources, Benefits Policy, and Legal, by continually adding value to resolve tax issues, maintain tax compliance, minimize tax liabilities, and make recommendations to ensure compliance across CPG
  • Advise as a subject matter expert pertaining to federal and state employment tax matters for CPG's employees, including but not limited to: state income taxation of all hybrid and remote employees, state unemployment insurance, FICA taxation for deferred compensation arrangements, imputed income tax reporting for various employer provided benefits, tax reporting of imputed income for the personal use of company vehicles, tax reporting for compensation to members of the clergy, and Hong Kong tax compliance and reporting obligations associated with compensation and benefits paid to employees in the Hong Kong office as well as United States based employees working in Hong Kong
  • Advise as a subject matter expert pertaining to tax reporting and income tax withholding matters for both U.S. Persons and Non-U.S. Persons related to retirement benefits (qualified and nonqualified defined benefit pension plans, defined contribution plans, and other benefit plans), qualified / nonqualified annuities, life insurance, other death benefits, and fully-insured and self-funded disability benefits paid to clergy and lay members as well as beneficiaries
  • Collaborate with the business and corporate units who are responsible for the administration of benefit programs for members of The Episcopal Church, such as assisting with their annual review of Puerto Rico tax forms (Form 480.7C) issued by Northern Trust to Puerto Rico clergy members, lay members and beneficiaries as well as the annual clergy housing allowance election process for the clergy members of the Diocese of Puerto Rico
  • Collaborate with business compliance, communications, legal, as well as business and corporate units to annually update to the Episcopal Employer Tax Reporting Guide and Episcopal Clergy Tax Guide and annually update the income tax withholding forms for retirement / death packages provided to members and their beneficiaries
  • Collaborate with various business and corporate units to ensure gathering of appropriate tax documents from nonresident aliens to determine the appropriate tax reporting and correct amount of United States income tax to be withheld from payments
  • Responsible for the annual calculation of the federal excise tax under Internal Revenue Code Section 4960 ensuring the accuracy and timely filing of Form 4720
  • Responsible for the tax reporting process of informational tax forms to ensure accurate and timely filing as well as accurate and timely deposits of taxes withheld to federal and state taxing authorities, including but not limited to Form 1099 / Form 1042, Form W-2 / Form 941, Form 1094 / Form 1095, Form W-9 / Form W-8
  • Responsible for managing the completion of the annual Form 720, Quarterly Federal Excise Tax Return, for the Episcopal Church Clergy and Employees' Benefit Trust (VEBA) and executing the payment to the Internal Revenue Service for the Patient Centered Outcomes Research Institute (PCORI) fee
  • Responsible for annually renewing New York City real property tax exemption for CPG properties
  • Daily monitoring of federal and state tax updates, as well as international tax updates, including prospective tax legislation that may impact CPG.
  • Advise respective business and corporate units on changes (as well as potential changes) to federal and state tax laws and regulations including the impact on operations and recommend modifications to procedures or operations in response to such changes and participate in any implementation
  • Responsible for resolving compliance inquiries and examinations from the United States Department of Treasury and state taxing authorities, as well as from international regulatory authorities including working with external advisors and responding in both written and oral communication with such taxing authorities and resolving such matters in the most cost-effective manner
  • Responsible for developing, maintaining, and updating policies & procedures for all CPG tax functions to ensure compliance with industry and government regulations
  • Develop and review annual enterprise tax risk assessments and recognize areas where Corporate Finance might be vulnerable to non-compliance including but not limited to: identify compliance gaps and collaborate with various members of the organization to mitigate risk and follow through to ensure compliance including building cross-functional relationships to promote compliance awareness throughout the organization
  • Lead, mentor, and develop a high-performing tax team while fostering collaboration with various Business and Corporate Units and managing business relationships with external tax preparers and consultants both domestically and internationally
  • Managing business relationships with external tax advisors and consultants, both domestically and internationally, as well as effectively communicating (both written and orally) with all CPG employees, including the Executive Leadership Team, fellow officers of the organization and external legal counsel, tax advisors, and consultants.
  • Ability to analyze, interpret, and apply critical thinking to assess risk and make sound business decisions as well as assisting the SVP of Tax Management & Compliance with any enterprise projects or initiatives.
  • Effective performance of the essential functions of this position requires regular in-person, on-site interaction with colleagues, both for purposes of relationship building and meaningful collaboration
QUALIFICATIONS:

Currently, hybrid work environment, which requires working in CPG's office Tuesdays through Thursdays and flexibility to work remotely on Mondays and Fridays. Salary Range: $220,000 - $255,000
