Job description
Department Description TCG Capital Markets L.L.C. is the registered broker-dealer subsidiary of The Carlyle Group (NASDAQ: CG), one of the world's largest alternative asset management firms with approximately $440billion in assets under management. TCG Capital Markets operates as a limited-purpose broker-dealer primarily supporting Carlyle's capital‐raising, distribution, and product structuring activities across private equity, credit, real assets, and investment solutions. The firm is currently in a period of strategic evolution, with the broker‐dealer's scope expanding in conjunction with Carlyle's growth in insurance, structured credit, and individual investor product distribution. As part of this build‐out, TCG Capital Markets is bringing its Financial & Operations (FinOp) function in‐house, transitioning from a third‐party outsourced provider to a dedicated internal capability. Position Summary We seek an experienced Financial & Operations professional to own all financial responsibility, regulatory reporting, and operational oversight of TCG Capital Markets. This newly created in‐house role replaces our current outsourced FinOp arrangement and will serve as the designated Registered Financial Operations (FINOP) and Financial Officer under FINRA Rule 1220. They will be the primary point of contact with FINRA and the SEC for all financial and operational matters, will be accountable for the broker‐dealer's net capital compliance, and will work closely with the CEO, CFO, and legal/compliance teams to build a scalable, institutionally rigorous internal control framework. This is a high‐visibility, senior individual contributor role with a clear path to broader operational leadership as the broker‐dealer grows. In‐Office Requirement Must work in‐office 4 days a week. Primary Responsibilities Regulatory & Net Capital Compliance Serve as the designated FINOP responsible for FINRA Rule 1220(a)(4) obligations, ensuring mandatory net capital compliance with SEC Rule 15c3‐1 (the "Net Capital Rule"). Prepare and file all required FINRA/SEC financial reports, including FOCUS Reports (PartsI,II,IIA, andIIB as applicable), SEC Form17(H) filings, annual audited financial statements, and any supplemental filings required by FINRA or state regulators. Monitor net capital levels daily; implement early warning protocols and escalation procedures if thresholds are approached. Maintain current knowledge of all applicable FINRA and SEC rules, proactively assess regulatory changes, and implement updates to policies and procedures accordingly. Financial Reporting & Controls Own the general ledger and financial statements of TCG Capital Markets; ensure accurate, timely, and complete accounting in accordance with GAAP. Manage month‐end and year‐end close processes; coordinate with Carlyle's corporate accounting and finance teams to ensure proper consolidation. Maintain books and records in compliance with SEC Rule17a‐3 and17a‐4, including ledgers and associated documentation. Coordinate with external auditors on the annual financial statement audit; act as primary liaison for all broker‐dealer‐specific audit inquiries. Design and implement internal controls over financial reporting appropriate for a FINRA‐registered broker‐dealer; document control environment for senior leadership review. Treasury & Cash Management Manage firm cash accounts; ensure proper segregation of customer funds and securities where applicable under SEC Rule15c3‐3. Oversee firm bank accounts, reconciliations, and wire approval processes; work with Carlyle treasury on inter‐company funding and cash positioning. Administer vendor and counterparty payment processes; maintain an accounts payable function appropriate to the broker‐dealer's operating scale. Operational Infrastructure Lead the transition from outsourced FinOp model to a fully insourced function; manage knowledge transfer, system migrations, and process documentation. Evaluate and implement technology solutions for financial reporting, net capital computation, and regulatory filing (e.g., cloud‐based broker‐dealer accounting and compliance platforms). Establish and maintain the broker‐dealer's operational policies and procedures manual; ensure staff and senior management are trained on relevant obligations. Coordinate with compliance, legal, and operations teams on new product launches, trading desk expansions, or other activities that affect the broker‐dealer's regulatory footprint. Provide training to other corporate accounting team members with respect to implementing the SEC/FINRA requirements and internal controls. Regulatory Examinations & Inquiries Serve as the primary operational and financial liaison during FINRA examinations and any SEC inspections. Manage production of documents and information in response to regulatory inquiries; coordinate with legal counsel as needed. Track examination findings and manage any resulting corrective actions to timely completions. Requirements Education & Certificates Bachelor's Degree, required. Active FINRA Series27 (Financial and Operations) license in good standing — mandatory. Candidates without an active license will not be considered. Series99 (Operations Professional) or Series24 (General Securities) in addition to Series27, CPA license, or equivalent professional accounting credential. Professional Experience 7‐10 years of overall relevant experience, mandatory progressive experience in a FinOp, financial reporting, or regulatory reporting role within a FINRA‐registered broker‐dealer. Deep functional expertise in SEC Rules15c3‐1 (Net Capital), 15c3‐3 (Customer Protection), 17a‐3, and17a‐4, and FINRA financial reporting rules. Hands‐on experience preparing and filing FOCUS Reports and coordinating broker‐dealer annual audits. Strong working knowledge of GAAP as applied to broker‐dealer accounting, including the AICPA's Audit and Accounting Guide for Broker‐Dealers. Experience operating within or in close coordination with a large financial institution or asset manager; comfort navigating a matrixed corporate environment. Demonstrated ability to build and own a control environment; prior experience transitioning from outsourced to in‐house FinOp is a significant advantage. Experience with broker‐dealers that support alternative asset management platforms, including 506(c) private placement distribution, interval funds, tender offer funds, or BDC distribution. Familiarity with DTCC, DTC, and clearing/settlement operations in the context of a limited‐purpose or introducing broker‐dealer. Prior experience managing a regulatory examination (FINRA cycle exam) as the lead FINOP contact. Competencies & Attributes Operationally rigorous — able to build infrastructure and process from scratch without waiting for direction. Institutionally credible — capable of presenting to, and building trust with, senior leadership. Compliance‐first mentality — regulatory obligations are treated as non‐negotiable floors, not constraints to be managed around. A builder — energized by the opportunity to stand up a function, not simply maintain an inherited one. Collaborative — comfortable working across legal, compliance, finance, operations, and business development teams. Benefits & Compensation The compensation range for this role is specific to New York and Washington, D.C. and takes into account a wide range of factors, including but not limited to the skill sets required/preferred; prior experience and training; licenses and/or certifications. The anticipated base salary range for this role is $200,000 to $250,000. In addition to the base salary, the hired professional will enjoy a comprehensive benefits package spanning retirement benefits, health insurance, life insurance and disability, paid time off, paid holidays, family planning benefits and various wellness programs. Additionally, the hired professional may also be eligible to participate in an annual discretionary incentive program, the award of which will be dependent on various factors, including, without limitation, individual and organizational performance. #J-18808-Ljbffr
