EXECUTIVE DIRECTOR OF CIVIL RIGHTS AND TITLE IX
California State University, Los Angeles, invites applications for the above Administrator III position.

The Position: Under the general direction of the Interim Associate Vice President, Human Resources Management, and reporting to the University President and the Associate Vice Chancellor for Civil Rights, the incumbent is the senior administrator responsible for implementing the CSU's Nondiscrimination Policy and coordinating compliance with incorporated laws, including Title VI and Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the VAWA/Campus SaVE Act, Section 504 of the Vocational Rehabilitation Act, Title II of the Americans with Disabilities Act, the Age Discrimination Act, and other applicable state and federal laws which prohibit Discrimination, Harassment, Sexual Misconduct, Sexual Exploitation, Dating Violence, Domestic Violence, Stalking, and Retaliation. The incumbent shall be the University's Title IX Coordinator/DHR Administrator and shall have authority across all campus-based divisions and programs (e.g., Human Resources, Academic Affairs, Student Affairs, Athletics, Housing, University Police, etc.) to monitor, supervise, oversee, and ensure implementation of the Nondiscrimination Policy in all areas.
Required Qualifications & Experience: Master's degree, J.D., or other advanced degree. Five (5) years of progressively responsible experience in civil rights and/or Title IX compliance. Experience in conducting outreach and intake and providing supportive measures; overseeing or conducting investigations, including gathering and analyzing information and evidence; and overseeing the development and facilitation of prevention and education training programs. Demonstrated knowledge of Title IX requirements within a higher education environment. Knowledge of applicable laws, rules, standards, policies, and procedures related to civil rights, EEO, and Title IX matters. Ability to quickly acquire thorough knowledge of the organization, structure, programs, and operations of the campus. Strong interpersonal, verbal, and written communication skills. Strong analytical, critical-thinking, and problem-solving skills. Skill in gathering and analyzing information, reasoning logically, and drawing valid conclusions. Skill in addressing complex and sensitive EEO, civil rights, and Title IX matters in a professional and proactive manner. Demonstrated ability to: interpret and apply applicable laws, rules, standards, policies, and procedures; oversee and/or conduct fair and thorough investigations; establish and maintain cooperative and effective working relationships with campus offices and stakeholders; and provide effective support and guidance to university management, faculty, staff, and students. Ability to: conduct outreach and intake and coordinate appropriate supportive measures; and to develop and oversee effective prevention, education, and training programs; and approach complex EEO and Title IX matters proactively, exercise sound judgment, and develop effective solutions. Incumbent must demonstrate an interest or ability in working in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who may apply for the position. A task may be included as part of the interview process.
California State University, Los Angeles, as part of the CSU system, is a State of California Employer. As such, the University requires all employees upon date of hire to reside in the State of California. As of January 1, 2022 the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.
Desired Qualifications: Eight years of progressively responsible experience in civil rights and Title IX compliance, including supervisory or management experience; experience as a Title IX Coordinator and/or DHR Administrator or equivalent at another institution of higher education; and experience as a Deputy Title IX Coordinator and/or Deputy DHR Administrator at a California State University campus is preferred.
Compensation: Salary is commensurate with experience and qualifications. Salary range is $6,891 - $22,119/monthly. Budgeted hiring salary range is $ 13,000 - $15,000/monthly. A comprehensive benefits package is provided.
Appointment: The Administrator III appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.
