PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles central and branch offices this class is accountable for examining forms, applications and supporting documentation before granting issuance of a title, operator's license and/or registration.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Reviews and examines applications and supporting documents for operator licenses, vehicle registrations and certificates of title to ensure clear, complete and accurate information;\r\n Performs limited restorations of driver licenses or motor vehicle registrations;\r\n Verifies data such as insurance coverage, year, make, model, vehicle identification number, property tax liability and suspension records;\r\n Determines proof of ownership and existence of encumbrances from information submitted;\r\n Contacts municipal collectors of revenue to obtain clearance;\r\n Prepares appropriate form letters advising of specific reasons for rejection or requesting additional information regarding correction of submitted data;\r\n Compares data elements with automotive reference manuals and manufacturer's publications for verification;\r\n Checks for erasures or omissions in typing;\r\n Responds to inquiries from the public and co-workers and provides correct information on requirements and procedures;\r\n Issues motor vehicle operator licenses containing photograph of applicant;\r\n Collects fees;\r\n Verifies and validates applications and supporting documentation;\r\n Operates camera;\r\n Die cuts and laminates photographs to licenses;\r\n Makes minor adjustments to and performs routine maintenance on equipment;\r\n Operates cash register and other office equipment such as calculators and computer terminals;\r\n Schedules appointments;\r\n Prepares financial documents and reports;\r\n Balances cash and documents;\r\n Processes registration renewals;\r\n Examines title applications, ensures its completion and may process disposition requests submitted by garage owners;\r\n Receives training in and may perform on a limited fill in basis full scale registration activities such as issuance of motor vehicle and boat registrations, toll plates, collection of title fees and sales tax, verification of proof of ownership and determination of appropriate registration transaction, etc;\r\n May maintain records including approved and rejected applications;\r\n May perform specific research assignments such as chain of ownership or lien information;\r\n May clear duplicate identification lists;\r\n May type;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Knowledge of office systems and procedures;\r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n in performing arithmetical computations;\r\n \r\n \r\n \tAbility to\r\n \r\n handle and count money;\r\n read, comprehend and apply laws, policies and procedures;\r\n maintain records;\r\n examine documents for completeness and accuracy;\r\n operate personal computer, computer terminals and office equipment;\r\n operate office suite software;\r\n use reference manuals.\r\n \r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of clerical experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included clerical experience where a majority of the time involved face-to-face contact with the general public involving personal explanation or interpretation of products, policies or procedures or telephone customer service where the primary responsibility included providing information concerning or explaining programs/services or resolving problems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

\r\n Experience working in a production environment with face-to-face customer service.\r\n Experience reviewing and verifying official documents for completeness, accuracy, and compliance with rules and regulations.\r\n Experience handling financial transactions, including cash, checks, and credit card payments, and balancing a register.\r\n Experience operating computer systems, and working with standard office equipment such as printers, scanners, and fax machines.\r\n Experience independently applying policies and procedures to make decisions.\r\n Experience communicating with customers and resolving customer escalations.\r\n Experience working and completing assignments with competing priorities.\r\n Experience performing clerical duties, such as data entry, documents processing and record keeping.\r\n Experience with verbal and written communication.\r\n Experience providing customer service to the public with varying service needs.\r\n\r\n

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before individuals are certified for appointment.
