Role Overview
Oversee OSP (Outside Plant) construction compliance across the Rockingham, Augusta, and Page county areas. This role acts as a critical bridge between subcontractors and VDOT, ensuring that all underground and aerial installations meet stringent state and utility standards. You will be responsible for daily "ride outs" to document non-compliance, identify and manage punch lists, and ensure a seamless permit close-out process.
Key Responsibilities
- Compliance & Inspections: Conduct daily field inspections of completed segment builds to identify and document non-compliance issues.
- QA/QC & Punch Lists: Generate detailed punch lists for subcontractors to resolve issues before VDOT’s final investigation.
- Permit Management: Ensure pending permits are verified, photographed, and ready for official VDOT close-out. (currently 40+)
- Field Safety: Audit Work Zone Traffic Control to ensure setups are correct and that all required permits are physically on-site.
- Documentation: Capture and upload OSP close-out photos and documentation into SharePoint (approximately 10% administrative work).
Technical Requirements
- Underground Expertise: Fluent in utility locates, ensuring depth (typically minimum 36-inches) and verifying proper restoration (no humped asphalt, no open pits, no debris/rocks left in ROW).
- Aerial Expertise: Strong knowledge of SVEC pole attachment requirements and general aerial construction standards.
- VDOT Standards: Expert-level knowledge of VDOT Right-of-Way (ROW) standards, including pedistal placement (pedestals on the back side of ditches) and traffic control regulations.
Qualifications
- Experience: Significant "Seasoned" experience in OSP Construction (Underground and Aerial).
- Interpersonal Skills: Must be able to remain neutral and professional when mediating between production-driven subcontractors and compliance-driven VDOT inspectors.
- Mobility: Must be willing to travel throughout Rockingham, Augusta, and Page counties daily. (Travelers from other areas are welcome, provided they can work the M-F schedule in the territory.)
