Job description

Envisioneering, Inc. is seeking an energetic Systems Engineer to support the Office of Naval Research (ONR) in managing and executing its cutting-edge Science and Technology (S&T) portfolio. This individual will help bridge the gap between advanced engineering and strategic program management.

You will provide technical assistance, systems engineering, and programmatic support to help ONR Program Officers develop, manage, and transition priority Naval Space S&T portfolios. Additionally, you will play a key role in connecting commercial innovation ecosystems-such as small businesses, venture capital (VC), and Independent Research and Development (IRAD) initiatives-to Navy mission priorities. Assist ONR Program Officers in developing S&T strategies and long-horizon roadmaps, drafting Key Capability Objectives (KCOs) and Statements of Work (SOW), and managing technical portfolios.

Track milestone schedules, evaluate technical performer performance, and coordinate program execution reviews. Support systems integration, technical evaluations, and system optimization tasks to resolve emergent naval capability gaps. Analyze system requirements and transition pathways for space-based technologies.

Monitor and engage with external ecosystems, including Small Business Innovation Research (SBIR/STTR), VC-backed startups, and industry IRAD portfolios. Identify commercial dual-use technologies that can be accelerated into naval programs. Coordinate interactions and build collaborative networks across military R&D organizations, industry partners, academia, and warfare centers.

Develop and deliver high-impact briefings, white papers, and technical presentations tailored for leadership.MINIMUM SKILLS/QUALIFICATIONS: Current TOP SECRET Clearance and eligibility for access to Sensitive Compartmented Intelligence (SCI) or the ability to obtain a TOP SECRET Clearance and eligibility for access to SCI. Recent experience providing Systems Engineering, Technical Assistance, and programmatic support of Navy and Marine Corps S&T programs. At least 5 years of active experience providing systems engineering and technical assistance (SETA) or programmatic support to DoD R&D or S&T initiatives

Technical experience or background in space systems, satellites, or space-based sensors. Understanding of the systems development lifecycle (SDLC), military R&D environments, and technology transition pathways. ADDITIONAL DESIRED SKILLS/QUALIFICATIONS: Experience with commercial industry, venture-backed defense startups, Venture Capital (VC) sourcing, or technology scouting.

Experience leveraging SBIR/STTR programs to transition commercial technology to defense applications. Experience tracking or aligning corporate Independent Research and Development (IRAD) programs with military requirements. Knowledge of modern business processes, agile project management, or collaborative toolsets to optimize program office workflows.

Prior experience with naval or joint service systems, workflows, doctrine, and Tactics, Techniques and Procedures (TTPs). TRAVEL REQUIREMENTS: Approximately 1 trip per month, ranging from 1 to 7 days in duration. Travel is primarily within the contiguous United States (CONUS) with infrequent (biennial) opportunities for international (OCONUS) travel.

EDUCATION: Doctor of Philosophy (PhD) from an accredited college or university in mathematics, engineering, physics, or related sciences plus 4 years of relevant work experience, or a Master's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 6 years of relevant work experience, or a Bachelor's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 8 years of relevant work experience.
