Department:Internal Services Position Reports to:Director of Internal Services Pay Grade:16Employment Type:Full-timeExempt/Nonexempt:ExemptDescription:Under the general direction of the Director of Internal Services, the Facilities Project Manager serves as the lead professional responsible for planning, developing, and managing capital projects for all City buildings and facilities. This position oversees projects from initial concept through final completion. Duties:Leads, plans, and manages all facilities-related capital projects from initial concept through final completion, including scope development, justification, budgeting, procurement, contract management, construction oversight, project closeout, and warranty inspections.Works closely with the Facilities Superintendent and other division leaders to identify facility needs, evaluate asset conditions, and establish project priority and justification for annual and long-term capital planning.Develops and maintains the Facilities Capital Improvement Plan (CIP), ensuring accurate long-range planning for all building assets, including expected replacement timelines and cost projections.Utilizes OpenGov EAM to maintain accurate project data, asset lifecycle information, and CIP documentation.Conducts on-site inspections during project scoping, construction, and closeout phases, including regular presence in mechanical rooms, rooftops, construction sites, and other facility spaces.Coordinates closely and maintains regular contact with consultants, engineers, architects, contractors, City departments, representatives of regulatory agencies, and internal experts to ensure project objectives and quality standards are met and for overall project success.Prepares scopes of work, RFPs/RFQs, and other procurement documents; evaluates proposals and bids; and makes recommendations consistent with City procurement policies.Oversees contractor performance, ensuring compliance with project specifications, timelines, budgets, and safety standards.Tracks and documents project progress, including schedules, budgets, change orders, communications, inspections, and final acceptance.Ensures project documentation is complete, organized, and properly stored, including as-built information, warranties, manuals, and updated asset records.Provides clear, timely, and professional communication with City leadership, Facilities staff, and other departments regarding project status and issues.Supports other City departments in planning and managing facility-related capital projects for public safety facilities, power facilities, parks and recreation facilities, and other City-owned assets.Makes recommendations on lifecycle planning, cost estimating, capital prioritization, and replacement strategies for City facilities and facility systems.Ensures compliance with all applicable City policies, facility building codes, procurement rules, and safety requirements.All other duties as assigned.Qualifications:Bachelor's degree in construction management, project management, facilities management, engineering, architecture, or a closely related field is preferred. Five (5) years of progressively responsible experience in capital project management, facilities management, construction management, or closely related work is required. An equivalent combination of education and experience that demonstrates substantial knowledge and skill in capital project management, facilities operations, or building systems may be considered.Must possess a valid Utah Driver's License with no significant violations or restrictions.Experience with public-sector project management, procurement, asset management systems, or CIP development is highly desirable.Professional certifications such as Project Management Professional (PMP), Certified Construction Manager (CCM), Facility Management Professional (FMP), or Certified Facility Manager (CFM) are desirable but not required.KNOWLEDGE, SKILLS, AND ABILITIES Strong project management skills with ability to lead complex facility-related capital projects.Ability to develop accurate scopes, estimates, budgets, and schedules.Familiarity with facility systems including HVAC, electrical, plumbing, structural, roofing, finishes, and related components.Ability to interpret construction documents, proposals, and specifications.Working knowledge of public-sector procurement processes and contracting requirements.Skill in using asset management systems such as OpenGov EAM.Excellent communication skills, both oral and written.Strong documentation and recordkeeping skills.Ability to manage multiple projects simultaneously.Ability to work effectively with contractors, consultants, City staff, and external agencies.Ability to perform site inspections in mechanical rooms, rooftops, construction sites, and other facility spaces.Strong problem-solving skills.Ability to work independently with minimal oversight while collaborating effectively.Physical Demands:Work is performed in indoor and outdoor environments; travel from site to site; work in mechanical rooms, rooftops, facility interiors, construction sites, and outdoor areas in various weather conditions; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions. Physical: Primary functions require sufficient physical ability and mobility to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 100 pounds; to operate assigned equipment and vehicles; and to verbally communicate. Position may experience stress related to deadlines, project complexities, contractor coordination, and facility emergencies. Periodic travel may be required.
