Position Description:
We are seeking an experienced Project Manager to lead day-to-day Operations & Maintenance (O&M), Custodial, Grounds, and Building Support Services at multiple Federal facilities in Yuma and San Luis, AZ. This role requires strong leadership, technical capability, and the ability to manage teams, subcontractors, and contract performance under a complex, multi-site federal program.
Must be able to travel between Yuma, San Luis I, and San Luis II facilities.
Duties and Responsibilities:
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
Leadership & Oversight
- Lead and supervise multi-disciplinary staff, including engineers, trades, custodial, and grounds personnel.
- Manage day-to-day service delivery across multiple federal buildings and Land Ports of Entry.
- Ensure full compliance with the Performance Work Statement (PWS), wage determinations, safety, and contractual requirements.
Operations & Technical Management
- Oversee O&M activities including HVAC, electrical, plumbing, fire/life safety, BAS monitoring, and preventive/predictive maintenance.
- Ensure PM schedules, CMMS/NCMMS data entry, documentation, and asset records are current and accurate.
- Coordinate subcontractors for specialized services and verify work quality.
- Manage and respond to service calls, emergencies, and after-hours support as needed.
Contract Compliance & Reporting
- Maintain all required documentation including logs, PM documentation, quality control records, and safety plans.
- Conduct routine facility inspections, develop corrective action plans, and maintain a proactive approach to building performance.
- Oversee quality control in accordance with internal and contractual requirements.
Customer Relationship Management
- Serve as the primary point of contact for Federal stakeholders including CORs, COs, and Building Managers.
- Participate in monthly O&M meetings, reporting, and performance reviews.
- Build collaborative relationships to ensure high customer satisfaction and transparency.
Financial & Administrative Management
- Support budgeting, forecasting, and cost controls.
- Review invoices, subcontractor proposals, and labor allocations.
- Ensure staffing coverage, scheduling, onboarding, and compliance with HR and SCA requirements.
Required Qualifications
3-5 years experience in commercial or industrial HVAC.
Strong knowledge of refrigeration cycles, electrical systems, and low-voltage controls.
Ability to interpret blueprints, wiring diagrams, and schematics.
EPA 608 Universal Certification.
Ability to lift 50+ lbs, work on rooftops, and perform physical duties.
Valid driver's license with satisfactory driving record.
Strong attention to detail, reliability, and customer service skills.
Preferred Qualifications
- 5+ years of experience in facilities maintenance, building operations, or Federal O&M programs.
- 3+ years of supervisory/project management experience.
- Strong understanding of commercial HVAC, electrical, plumbing, and building systems.
- Experience working on government contracts (GSA, CBP, DoD, etc.).
- Strong communication, organization, and leadership skills.
- Proficiency with CMMS/NCMMS or similar systems.
- Valid driver's license with satisfactory driving record.
