The Utility Project Manager focuses on overseeing utility projects from planning to completion, ensuring timelines and budgets are met. Description The Project Manager plans, coordinates and oversees design, construction and overall project delivery of District wide projects. This role ensures projects are delivered on time, within budget, and in compliance with applicable standards, policies, and regulations. The position manages consultants and contractors, supports design and construction activities, and contributes to the successful delivery of District capital and operating projects, delivering new infrastructure or supporting state of good repair of the District's assets.
Distinguishing Characteristics This position performs a broad range of professional project management work, related to buildings, mechanical and electrical systems, utilities, transit facilities, and rail/bus support equipment. The Project Manager is responsible for managing multiple, complex projects simultaneously, often involving cross-functional teams and internal stakeholders. The role is distinguished by its responsibility for full project lifecycle management, including planning, design coordination, procurement, construction oversight and project closeout.
Supervision Received and Exercised This position works under the general direction of the Director of Capital Projects and Delivery. This position provides coordination and oversight of consultants, contractors and project teams. This position is expected to participate in the sharing of expert knowledge and may lead cross-functional project teams without direct supervisory authority.
Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consulting engineers' facilities, and other locations as required. Examples of Duties Essential Functions Duties may include, but are not limited to, the following: Lead end-to-end project management for multiple concurrent projects.
Develops project charters, scopes, independent cost estimates, budgets, schedules and resource plans. Participates in the review of consultant proposals, recommends awards, and conducts or participates in the pre-bid conferences prior to contract award. Review and approve consultant designs to ensure alignment with project scope and secure stakeholder approval.
Monitors and controls project scope, schedule, cost/budget and quality. Coordinates internal stakeholders, consultants and contractors. Facilitate project meetings, status updates, and reporting.
Manage contracts, change orders, and compliance. Inspect and track project and contractor performance and implement corrective actions when necessary. Ensure alignment with organizational goals and regulatory requirements.
Oversee construction and implementation activities ensuring adherence to plans and scope of work. Review deliverables for completeness, accuracy, and quality standards. Review contractor/consultant invoices for accuracy, completeness and adherence to contract.
Close out projects, ensuring completeness of work and deliverables, and coordinate asset creation as required. Prepare executive reports, dashboards, and project documentation. Support capital planning and budgeting processes.
Represent the organization in meetings, presentations, and public forums. Recommends changes and updates to policies and procedures that ensures best practices and overall efficiencies. Performs other related duties as assigned.
Qualifications Education/Experience A bachelor's degree in business, engineering, architecture, construction management or related field. Two (2) years of professional project management of engineering/architecture experience. A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
Certificates/Licenses Active registration as a Professional Engineer, Architect or Project Management Professional (PMP) preferred. Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years. Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
General Requirements Knowledge in the following areas: Project management principles and methodologies. Proficiency in project scheduling and management tools. Contract management and procurement knowledge.
Strong leadership, communication, and stakeholder management skills. Ability to manage multiple priorities and deadlines. Principles and practices of engineering design and construction.
Principles and practices of construction. Safety principles and practices. Principles and practices of engineering cost estimating.
Related federal, state, and local laws, codes, and regulations. Demonstrated proficiency in computer software programs including word processing, spreadsheets, and project scheduling software. Supplemental Information Physical Requirements The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.

The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.
Machines / Tools / Equipment Ability to operate a personal computer and Microsoft Office Suite programs. Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. Ability to carry and operate a mobile on-call device.
