Senior Consultant, Energy Consulting & Analytics (DER/DSM Planning and Design)

ICF's Energy Consulting & Analytics team helps utilities and public agencies design, plan, and implement impactful demand side management (DSM) and distributed energy resource (DER) initiatives. The team is a leader in utility planning, program design, and program implementation analytics for energy efficiency, demand response / load management, electrification, and other DERs. You'll collaborate with cross-functional teams, engage with clients, support business development, and manage workstreams and projects as they grow.

What you will be doing:

  • Lead aspects of program design for DSM/DER portfolios (residential, commercial, and cross-cutting), including measure characterization, segmentation, incentive strategy, delivery models, and KPIs aligned to regulatory filings and cost-effectiveness tests.
  • Analyze impacts of DER/DSM integration and adoption: translate load flexibility and electrification scenarios into actionable program and portfolio plans; partner with internal teams to assess program value (including locational value and other value streams) and real-world implementation considerations.
  • Utilize, adapt, and extend ICF tools for new applications to support forecasting, benefit-cost analysis, program targeting, and scenario building.
  • Provide analytical & technical support to implementation teams: calculator/model buildouts, data pipelines, dashboards, QA/QC, and evaluation support in collaboration with program delivery, IT, and data science teams.
  • Advise on regulatory strategy: contribute to utility filing development and analysis, testimony support, stakeholder workshops, and responses to discovery around DSM/DER program portfolios.
  • Contribute to the development of innovative, accurate, timely, and high-quality products and services, typically working on multiple projects with all levels of staff.
  • Support business development: shape pursuits, develop solution approaches, and assist in writing compelling proposals; coordinate with practice leads and solution owners.
  • Co-author reports and other client deliverables, journal articles, white papers and marketing pieces
  • Manage project workstreams: own scope, schedule, budget, risk/issue logs, and client communications; mentor junior staff.


What we need you to have (minimum qualifications):

  • Bachelor's degree in engineering, energy, economics, public policy, data science, or related field.
  • 5+ years of relevant experience in energy consulting/utility programs including DSM program design, DER planning/integration, regulatory support, or program implementation analytics.
  • Must be able to pass a background check and drug screening.

What we would like you to have:

  • Master's degree (MA/MS/MEng) in a related field; strong writing and client-facing communication skills.
  • Hands-on experience with analytical tools, including excel and coding-based analytics tools (python and R-based) or equivalent utility analytics stacks; proficiency with Excel and at least one of SQL/Python/R plus Power BI or similar BI tooling.
  • Familiarity with DER technologies (heat pumps, water heating, storage, EV/managed charging, DR enablement), valuation (NPV/IRR, ISO market mechanisms), and utility cost-effectiveness; experience engaging with regulators and stakeholders.
  • Experience building program design artifacts (logic models, savings algorithms, segmentation/targeting) and working knowledge of cost-effectiveness tests (e.g., TRC, UCT).
  • Demonstrated project and resource management; experience in proposal development and client relationship support.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
