ICF is seeking an Environmental Planner with a desire to grow within our Energy practice while supporting Southern California Edison's (SCE's) environmental planning and EHSync Program work. This role will be a hybrid position with flexibility to work remotely or in the office. The successful candidate will be a well-organized planning professional who can support high-volume environmental review workflows, coordinate with subject matter experts (SMEs), maintain project trackers, assist with document delivery, and help ensure that planning deliverables are completed accurately and on schedule. Projects requiring immediate support are located throughout SCE's service territory.


Job Description

The primary duty of this role is to support environmental planning activities for utility-related projects, with a focus on SCE's EHSync Program, SME desktop reviews, planning coordination, tracker maintenance, and environmental document delivery. This person will work with program managers, environmental planners, GIS staff, SMEs, construction support teams, and client representatives to support environmental assessments, regulatory and technical reviews, Environmental Requirements Document (ERD) development, workflow tracking, and timely completion of planning deliverables.


A strong working knowledge of environmental planning and compliance processes, including the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), utility environmental review workflows, and desktop review processes, is preferred. Experience supporting California-based utilities, renewable energy developers, commercial/residential/industrial developers, engineering companies, or local, state, and federal agencies is valuable. At a minimum, the position requires experience preparing environmental or local development planning documents, drafting technical reports and deliverables, managing and tracking multiple concurrent assignments, coordinating with technical reviewers, and working effectively with internal teams and external clients.


Key Responsibilities

  • Support SCE EHSync Program workflows, including coordination, SME review tracking, ERD development support, and planning deliverable coordination.
  • Maintain and update project trackers, worklists, due-date logs, assignment records, and status reports to support schedule adherence and visibility across the program team.
  • Coordinate with biological, cultural, wetlands/waters, construction stormwater, coastal, air quality, GIS, and other SMEs to help ensure reviews are assigned, completed, documented, and delivered on time.
  • Review project information for completeness, identify missing data, follow up with project teams or client contacts, and help ensure applicable planning assumptions are documented.
  • Assist with compiling ERD measures, reviewing SME inputs, preparing planning summaries, and supporting final document delivery in accordance with SCE guidance, templates, and naming conventions.
  • Clearly communicate priorities, timelines, status updates, and data needs to internal team members, subcontractors, SMEs, and client contacts.
  • Participate in regular program coordination meetings and help prepare action items, meeting notes, tracker updates, and follow-up communications.
  • Support QA/QC of planning deliverables, tracker entries, work management system updates, and document packages prior to submittal.
  • Be a collaborative member of an integrated project team of planners, scientists, GIS specialists, program managers, regulators, subcontractors, and other stakeholders.


Qualifications

  • 3+ years of environmental planning, environmental compliance, utility planning, permitting, or related professional experience in a consulting or team-based environment.
  • Experience supporting environmental review workflows, planning deliverables, tracker management, task coordination, or utility work management systems is preferred.
