Position Overview
Title: Utility Technician

POSITION OVERVIEW
Under the direction of the Utility Superintendent and Utility Field Supervisors, performs daily operations of the City's municipal water system, including compliance with all state and federal regulations, collecting and analyzing water samples, adjusting chemical dosing as needed, making repairs, and performing general maintenance of water and wastewater collection system infrastructure.
ESSENTIAL DUTIES
  • Perform repairs and routine maintenance on water and wastewater infrastructure, including water mains, sewer mains, laterals, services, manholes, lift stations, high service pumps, control valves, fire hydrants, and isolation valves.
  • Conduct daily rounds at water and wastewater facilities to ensure all sites are operating within normal parameters and identify maintenance needs or operational concerns.
  • Collect, preserve, and transport drinking water samples for laboratory analysis in accordance with established procedures. Perform routine water quality testing and adjust chemical dosing as needed to ensure compliance with regulatory standards, permit requirements, and operational performance goals while maintaining safe and reliable drinking water quality.
  • Utilize SCADA systems to monitor facility operations, identify abnormal trends or potential issues, and take corrective action as necessary.
  • Diagnose and troubleshoot electrical panels, motor controls, and related equipment.
  • Inspect and evaluate the wastewater collection system using closed circuit television (CCTV) camera equipment to identify defects, blockages, or maintenance needs.
  • Maintain a safe work environment for the public and fellow team members through the proper use of traffic control devices, personal protective equipment (PPE), and excavation safety practices.
  • Clean, organize, and stock service vehicles with necessary tools, equipment, and repair parts.
  • Operate and maintain a wide range of equipment and vehicles, including but not limited to skid steers, excavators, backhoes, tractors with shredders, front end loaders, jet machines, dump trucks, CCTV camera vans, and vacuum trucks.
  • Respond to service requests and provide assistance as needed; follow supervisor instructions and direction; take responsibility for assigned tasks; maintain a commitment to quality work; honor commitments; and consistently report to work on time and prepared.
  • Participate in on call rotations, including being on call for one week at a time and responding to after-hours emergencies, weekend SCADA alarms, and public service requests as needed.
  • Maintain accurate records and documentation required for TCEQ compliance, including operational logs, sampling records, maintenance activities, and chemical usage reports. Complete work orders thoroughly and in a timely manner to ensure proper tracking of repairs, maintenance, and operational activities.
  • Perform any other duties as assigned

KNOWLEDGE, SKILLS, & ABILITIES
Knowledge of municipal water systems
Knowledge of general maintenance of water and wastewater collection system infrastructure
Skill in reading gauges, charts, blueprints, and meters

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS
  • High School Diploma or GED
  • Two Years of Utility Maintenance Experience preferred
  • Must possess a valid Texas Driver's License and be eligible for coverage under the City of Hutto vehicle insurance provider
  • Valid Texas Class A CDL or the ability to obtain one within 18 months of the hire date.
  • Preferred qualifications include TCEQ Distribution or Groundwater License along with a TCEQ Collections License.
  • Candidates who are not currently licensed must obtain a TCEQ Class "I" Collection License and a TCEQ "D" Water License within 18 months of employment

PHYSICAL DEMANDS/WORKING ENVIRONMENT
The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions, e.g., working at heights, working in manholes and vaults, working in construction sites, frequent/extended exposure to outdoor weather conditions, requirement to work in extreme weather conditions.
Must be able to ascend and descend a ladder.
Must be able to lift 50lbs, stand, stoop, bend, crawl, twist, and walk.
