Overview
GDC IT Solutions is currently seeking an experienced Business Analyst to support the Pennsylvania Public Utility Commission (PA PUC) in a hybrid capacity, with 2 days on-site per week at a Pennsylvania office, including Wednesdays, and 3 days available to work remotely.
We are seeking a Business Analyst to serve as a Delivery & Validation Business Analyst within the Project Management Office (PMO), supporting application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects across the agency.
Responsibilities

  • Elicit, analyze, validate, and document business and functional requirements, processes, workflows, business rules, acceptance criteria, and related analysis artifacts.
  • Develop and maintain requirements traceability across business requirements, solution decisions, validation activities, defects, changes, and stakeholder acceptance.
  • Develop and coordinate User Acceptance Testing (UAT) and other business validation activities, including test scenarios, test cases, tester coordination, test execution, results tracking, defect management, and stakeholder acceptance.
  • Evaluate proposed solutions against documented business requirements, processes, constraints, and intended outcomes to identify gaps, impacts, dependencies, risks, and areas requiring resolution.
  • Perform current-state and future-state process analysis, gap analysis, business impact assessments, and workflow analysis for technology initiatives.
  • Support business and operational readiness for application releases, technology upgrades, infrastructure changes, system migrations, and production cutovers.
  • Assess stakeholder and user impacts and develop appropriate communications, user documentation, job aids, training materials, and other adoption resources as needed.
  • Collaborate with business stakeholders, Project Managers, Application Development, architects, technical teams, vendors, and other project partners to translate business needs into clear and actionable requirements.
  • Independently manage assigned analysis activities and competing priorities while proactively communicating progress, risks, issues, gaps, and recommendations.

Minimum Qualifications
Minimum Qualifications
  • Demonstrated experience performing business analysis, including requirements elicitation, analysis, documentation, validation, and stakeholder facilitation.
  • Experience developing clear, structured business and functional requirements, process documentation, business rules, workflows, and acceptance criteria.
  • Experience performing gap, impact, dependency, and process analysis and translating findings into actionable recommendations.
  • Strong experience communicating complex information effectively through professional written and verbal communication.
  • Strong organizational and analytical skills with the ability to independently manage competing priorities, navigate ambiguity, identify risks and gaps, and advance assigned deliverables.
  • Experience collaborating effectively with both business and technical stakeholders throughout the project lifecycle.

Preferred Experience
  • Experience performing business analysis for application modernization, technology upgrades, infrastructure initiatives, system migrations, or other complex technology projects.
  • Experience developing and coordinating UAT or other business validation activities, including requirements-based test scenarios, test execution, defect management, traceability, and stakeholder acceptance.
  • Experience using Azure DevOps or comparable project and test-management tools to manage requirements, test cases, validation results, defects, and related delivery artifacts.
  • Experience supporting release readiness, application readiness, system migrations, production cutovers, regression validation, and post-implementation activities.
  • Experience supporting internally developed applications, regulatory or operational systems, or comparable public-sector technology environments.
  • Experience supporting regulatory, compliance, or public-sector business processes, including statutory requirements, business rules, workflows, and operational procedures.
  • Experience producing clear, professional business and technical documentation for both business and technical audiences.
