Job description

Position Summary
Our client is seeking an experienced Heavy Civil Project Manager to oversee the successful planning, execution, and delivery of municipal infrastructure projects throughout the Greater Toronto Area. The successful candidate will manage multiple projects involving sewer and watermain installations, earthworks, road reconstruction, grading, and associated underground infrastructureworks.
Key Responsibilities
  • Manage multiple heavy civil construction projects simultaneously from award through completion.
  • Develop project execution plans, schedules, budgets, cash flow forecasts, and procurement strategies.
  • Coordinate construction activities including sewer and watermain installation, stormwater system, earthworks, roads, concrete, and utility relocations
  • Monitor project progress against schedules and budgets while identifying and mitigating project risks.
  • Lead project meetings with owners, consultants, municipalities, subcontractors, and internal teams.
  • Prepare and administer contracts, subcontracts, purchase orders, change orders, RFIs, and progress claims.
  • Review engineering drawings, specifications, contract documents, and project schedules.
  • Coordinate with project superintendents to ensure efficient field execution and resource allocation.
  • Manage project cost controls, forecasting, productivity tracking, and financial reporting.
  • Negotiate pricing and scope with subcontractors and suppliers.
  • Ensure compliance with Ontario Provincial Standards (OPSS), Ontario Provincial Standard Specifications (OPSS), Occupational Health and Safety Act (OHSA), and applicable municipal standards.
  • Oversee quality control processes and ensure work meets contractual and regulatory requirements.
  • Support project commissioning, deficiencies, closeout documentation, and warranty activities.
  • Foster strong relationships with municipal clients, consultants, utility companies, and stakeholders.
Qualifications
  • Degree or diploma in Civil Engineering, Construction Management, or a related discipline. P.Eng or PMP would be an asset
  • Minimum 5 years of project management experience in heavy civil or municipal infrastructure construction with values up to $50m.
  • Experience in estimating would be an asset.
  • Strong understanding of excavation, underground utilities, grading, paving, and road construction practices.
  • Experience managing projects under CCDC, OPSS, OPSD, and municipal contract requirements.
  • Excellent knowledge of project scheduling, cost control, estimating, and contract administration.
  • Ability to interpret engineering drawings, specifications, and construction documents.
  • Proficiency with Microsoft Office Suite and project management software such as Microsoft Project, Primavera P6, Procore, or similar platforms.
