Employment Type: Full-Time

Position Summary

We are seeking a diligent, highly organized, and experienced Facility Security Officer (FSO) who currently holds an active Top Secret (TS) clearance to manage and oversee our corporate security program out of our Maryland office. In this role, you will be responsible for ensuring complete compliance with the National Industrial Security Program Operating Manual (NISPOM) and all federal, state, and local security regulations. You will serve as the primary liaison with the Defense Counterintelligence and Security Agency (DCSA), manage personnel and facility clearances, maintain a secure environment for our operations, and oversee the secure possession, safeguarding, and transportation of classified materials.

Key Responsibilities
  • Program Management & NISPOM Compliance: Administer and maintain the corporate security program in strict compliance with the NISPOM, federal regulations, and client-specific security requirements.
  • Personnel Security (PCL): Process and monitor employee security clearances using the Defense Information System for Security (DISS) and e-QIP/e-App. Assist employees with the completion of SF-86 forms, fingerprinting, and standard background investigation protocols.
  • Facility Clearance (FCL) & Classified Material Maintenance: Oversee the company’s Facility Clearance (FCL) records, coordinating closely with DCSA Industrial Security Representatives (ISRs). Lead preparations for annual DCSA security reviews and audits. Manage the secure possession, storage, and authorized transportation of classified materials in accordance with federal guidelines.
  • Security Education & Training: Develop and deliver mandatory security briefings, debriefings, foreign travel briefings, and annual security refresher training to cleared personnel, including specific protocols for handling and transporting classified items.
  • Visitor & Site Access Control: Coordinate visitor control programs, process incoming/outgoing Visit Authorization Requests (VARs), and coordinate specialized access (e.g., USSS, agency-specific badges) for personnel assigned to high-security client sites.
  • Incident Investigation & Reporting: Investigate security violations, prepare reports for external agencies as required, and implement immediate corrective actions. Report adverse information, foreign travel, and contact reports in compliance with federal mandates.
  • Physical Security: Assist in maintaining physical security standards for the Maryland office, including safeguarding sensitive/classified information and managing local access control systems.
Qualifications
  • Clearance: Must possess an active Top Secret (TS) clearance.
  • FSO Certification: Completion of the DCSA Center for Development of Security Excellence (CDSE) FSO Program Management for Possessing Facilities curriculum is highly preferred.
  • Experience: Minimum of 3–5 years of direct experience as an FSO or Assistant FSO (AFSO), ideally within a federal contracting environment. Must include hands‑on experience with possessing, safeguarding, and securely transporting classified material.
  • Systems Expertise: Advanced proficiency with government security systems, specifically DISS, NISS, e‑QIP/e‑App, and SWFT.
  • Knowledge: Expert‑level understanding of the NISPOM, SEAD 3 reporting requirements, and federal personnel clearance procedures.
  • Skills: Strong communication, presentation, and conflict‑resolution skills. Excellent document control habits and high attention to detail.
