BLS: HVAC General Foreman (Contingency Hire)

Program Summary

The Basic Life Support Services, US Embassy Caracas program is a comprehensive initiative aimed at supporting the US Department of State's operations in Venezuela. In addition to providing ongoing base operations and life support services, under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food service, base camp operations, renovations, and construction.

Job Summary

The HVAC General Foreman leads and provides technical leadership and direction for the HVAC team. This role is responsible for HVAC installations and ensuring operations and maintenance is executed safely, on schedule, within budget, and in compliance with contract and quality standards. He or she will be based at a U.S. Embassy in Caracas Venezuela in support of the U.S. Department of State. The HVAC General Foreman is responsible for the oversight, operation, maintenance, and repair of all HVAC systems, equipment, and infrastructure across assigned sites. This position ensures safe, reliable, and compliant operations The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Roles and Responsibilities

  • Assist with Project Planning: Provide input to the project team to identify key success factors, appropriate timing for design and procurement deliverables, and help establish common work breakdown structures.
  • Provide Leadership: Lead the creation of organizational structures and processes necessary to effectively execute HVAC services, ensuring all team members understand their roles and responsibilities.
  • Supervise and coordinate the work of HVAC technicians and support staff in the installation, maintenance, troubleshooting, and repair of HVAC systems including chillers, boilers, air handlers, cooling towers, and associated control systems.
  • Manage HVAC Service Execution: Oversee the execution of HVAC services, ensuring they meet the contract requirements, design specifications, schedules, cost budgets, and quality standards.
  • Familiarity with Building Automation Systems (BAS) and direct digital controls (DDC).
  • Evaluate and Advise: Continuously evaluate the progress of HVAC service execution, advising the project team on the status, issues, potential impacts, risks, and cost influencing factors of ongoing scope.
  • Monitor Safety Practices: Oversee the implementation of safety orientations, safety indoctrinations, and gang box meetings, providing coaching to improve safety practices among the crew.
  • Oversee Crew Organization and Compliance: Monitor the organizational structure of the crew, including sizing, crew mix ratios, and compliance with wage regulations.
  • Manage Costs and Budgets: Review and monitor the cost and man-hour budget for the HVAC installation process, making adjustments as necessary to stay within financial limits.
  • Develop Resource Plans: Develop plans for staffing, facilities, equipment, and tools required to meet project needs, ensuring resources are effectively allocated and used.
  • Maintain Quality Control: Implement and maintain quality control measures to ensure that all installations and repairs meet or exceed the set standards.
  • Facilitate Team Communication: Ensure clear and consistent communication within the team and with other project stakeholders to keep everyone informed and aligned on project goals and updates.
  • Enhance Crew Performance: Identify areas for improvement within the crew's performance and implement strategies to enhance efficiency and effectiveness in operations.
  • Perform other related duties as assigned.

Basic Qualifications

  • Must be a U.S. citizen
  • Clearance Requirement: Secret
  • Ten (10) years of experience in HVAC systems operation, maintenance, and repair with a minimum of five (5) years in a supervisory capacity managing HVAC operations for large commercial, industrial, institutional, or government facilities.
  • An Associate's Degree in HVAC Technology, Mechanical Engineering Technology, or related technical field, or at least ten (10) years of direct experience in HVAC systems management in lieu of formal education.
  • Valid Journeyman or Master HVAC license from home of record or recognized jurisdiction
  • Personnel management experience with excellent oral and written communication skills.
  • Familiarity and willingness to manage a 24/7/365 operational environment
  • Highly effective organizational, interpersonal, communication, and group leadership skills
  • Ability to reliably operate in a complex and changing environment, demonstrating solid independent judgment
  • Ability to interpret, capture, and manage customer requirements and expectations
  • Must possess a valid State, Country, or International Driver's License.
  • Current US Passport with a minimum of 2 years remaining.

Preferred Qualifications

  • Prior experience working under a U.S. military or Department of State contracting environment (Base Operations Support contract).
  • Familiarity with U.S. DOD, DOS, IBC maintenance requirements, base-level asset management practices, and facility sustainment lifecycle methodologies.
  • All positions require the applicant to obtain and pass a medical physical that is certified by an approved KBR physician and facility.
