Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking a results-driven USA Capture Manager to lead federal capture efforts for our Technology Division. This role owns the full capture lifecycle for CONUS opportunities involving drones/UAS/UUV, robotic systems (including screening, visual, picking, and mailroom robotics), AI-enabled solutions, additive manufacturing, and related technology offerings. You will shape opportunities that leverage Planate’s Risen Line Solutions capabilities and AVTS Philippines collaboration where relevant, develop win strategies, build customer relationships, and drive disciplined capture processes that convert pipeline into awards on vehicles such as DIU OTAs/CSOs, SeaPort-NxG, OASIS+, GSA MAS, and related DoD pathways.

Key responsibilities:

  • Lead the complete capture lifecycle from opportunity identification and qualification through proposal submission and contract award for Technology Division pursuits.
  • Develop and execute detailed capture plans, including win themes, solution strategies, competitive analysis, price-to-win, and customer engagement plans focused on unmanned systems, robotics, AI, additive manufacturing, and Risen Line Solutions / AVTS-related offerings.
  • Identify, qualify, and shape federal opportunities aligned with Blue UAS, UUV, robotic screening/visual/picking systems, mailroom robotics automation (Risen Line Solutions), AI integration, 3D printing / advanced manufacturing, and capabilities supported through AVTS in the Philippines.
  • Build and maintain strong relationships with key DoD customers, program offices, contracting officers, and decision-makers (DIU, Navy, Army, Air Force, and other agencies).
  • Represent Planate at industry events, conferences, and customer meetings to gather intelligence and position our technology capabilities, including Risen Line Solutions and related robotics work.
  • Coordinate closely with technical SMEs, proposal teams, pricing, contracts, and potential teammates (including international partners such as AVTS Philippines where appropriate) to ensure compliant, compelling, and differentiated solutions.
  • Support pipeline development, CRM maintenance, forecasting, and performance reporting against capture KPIs.
  • Identify and pursue teaming opportunities that strengthen our competitive position on OTAs, IDIQs, and set-aside procurements.
  • Monitor market trends, acquisition strategies, and competitor activity in unmanned systems, robotics (including mailroom and industrial automation), AI, and additive manufacturing.
  • Perform other duties as assigned to support Technology Division and Risen Line Solutions growth objectives.

Qualifications to be successful in the role:

  • Bachelor’s degree in business, engineering, technical, or related field required; advanced degree or PMP preferred.
  • Minimum 5 years of progressive federal business development or capture experience, with direct responsibility for DoD or federal technology pursuits.
  • Demonstrated success leading captures involving unmanned systems (UAS/UUV), robotics, AI, additive manufacturing, or related advanced technology solutions strongly preferred. Experience with mailroom robotics, industrial automation, or similar systems is a plus.
  • Strong working knowledge of federal procurement vehicles and processes, including OTAs/CSOs (especially DIU), SeaPort-NxG, OASIS+, GSA MAS, and SDVOSB set-asides.
  • Proven ability to develop capture strategies, conduct competitive analysis, and engage senior government stakeholders.
  • Excellent written and verbal communication skills; experience contributing to or leading proposal development is highly desirable.
  • Ability to manage multiple concurrent captures, work independently in a remote environment, and collaborate effectively across technical and business teams, including international partners.
  • Must have active Secret Clearance or ability to obtain preferred.
  • Willingness to travel as needed for customer engagements and industry events.
