Job description

INTRODUCTION

Under the supervision of the Vice President of Grants, the Program Manager (Family Planning and Sexual and Reproductive Health) will directly assist with developing programmatic infrastructure related to family planning and sexual and reproductive health services; as well as supporting the development and implementation of policies and procedures relevant to managing the Title X Family Planning Services Program, and other grant funded programs. This position will be instrumental in the collaboration and integration of services across major disciplines including Family Medicine (focusing on Family Planning), Obstetrics/Gynecology, Pediatrics, and Adolescent Health. The program manager will support preparation and dissemination of regular program updates, writing and preparing proposals and reports, contracts management, subrecipient monitoring, and data monitoring. The Program Manager will interact with both internal team members and external partners, and stakeholders, including subrecipients, consultants, community-based partners, government representatives, and the general community. This position will be an integrated member of the Grants Department within Unity.


DUTIES AND RESPONSIBILITIES


Oversight and management of non-clinical and clinical aspects of Unity’s Family Planning and Sexual and Reproductive Health Programs, and other population health service programs. The Program Manager will work closely with the respective Medical Directors.

Collaborate with Family Planning Medical Director and Nurse Manager to assess, implement, manage and monitor family planning health services for Unity and Subrecipients.

Collaborate with other teams to manage other population health service programs.•

Responsible for compliance monitoring for all federal, state, local requirements related to Unity’s Title X programming and other sexual and reproductive health programs.•

Leads team(s) in annual goals setting that align with Unity’s organizational goals and national recommendations

Leads team(s) in determining, planning and implementing effective strategies to achieve annual goals•

Seeks, applies for, and manages funding sources•

Prepares proposals, progress and data reports, and facilitates program evaluation activities•

Develops and monitors budgets; ensures appropriate expenditure allocation•

Monitors subrecipient spending and budgets•

Manages annual Title X subrecipient grant application process•

Coordinates and manages annual comprehensive program reviews for Unity and Title X subrecipient sites including developing, implementing and monitoring corrective action plans, as needed•

Oversees analysis of Unity and subrecipient data trends; evaluates performance and prompts team discussion for quality improvement/training strategies•

Works closely with the Quality Improvement Specialist on quality improvement projects•

Serves as primary contact for HHS/OPA and other local and or national partners/stakeholders

Represents Unity at local, regional, and national events

Ensures ongoing communication and supports coordination across family planning health team•

Participates in the interviewing and/or training of non-clinical staff and interns/volunteers, when appropriate

Strives to maintain updated knowledge on all existing and emerging topics and the relevant political landscape•

Attends operational and quality improvement meetings to ensure program integration, and engages in creating and maintaining a culture of excellence

Engages in ongoing communication about program progress, including successes and challenges with supervisor

Engages with other Program Managers and collaborates on projects that would integrate multiple disciplines and support the Grants Department as needed.•

Participates in strategic and operational planning by recommending programmatic and service priorities and opportunities•

Performs other duties as assigned.

QUALIFICATIONS•

3+ years of professional program management experience in a community-based health program required, experience with grant writing, budgeting, and program evaluation a plus

Master’s Degree (Public Health or Health Care Administration, preferred) from an accredited college or university in a related field of study required

KNOWLEDGE & EXPERIENCE REQUIRED BY THE POSITION•

Strong understanding of the concepts and practices associated with effective program management

Handle multiple tasks effectively to meet deadlines and strong organizational skills and attention to detail•

Demonstrated ability to show a high degree of initiative and proactive planning and learning•

Demonstrated ability to work with a multi-cultural and multidisciplinary team•

Strong ability to effectively use technology and computer applications such as Microsoft Office Suite•

Ability to analyze and systematically compile technical and statistical information and to prepare reports and correspondence; comprehend and make inferences from written material; interpret federal, state, and local government laws and regulations

SUPERVISORY CONTROLS

The Program Manager reports to the VP of Grants. The Program Manager has delegated authority to implement approved plans and make implementation decisions in coordination with clinical teams. The Program Manager will consult with the VP of Grants before deviating from the approved plans or making decisions that will significantly affect program goals, resource allocations, or other health center operations. The Program Manager will analyze options and make recommendations for decisions by the VP of Grants on proposed goals, plans and budgets.
