Air Emissions Manager

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Air Emissions Manager for an on-site position for our NASA Environmental Support Services (NESS) contract located in Greenbelt, MD and Wallops Island, VA. The on-site Air Emissions Manager will provide overall coordination and implementation of a comprehensive air pollutant emissions control program to ensure all existing and proposed emissions sources are controlled, operated, and permitted in accordance with all applicable federal and state laws and regulations.

Job Duties & Responsibilities
  • This position leads the overall coordination and implementation of a comprehensive air pollutant emissions control program at NASA Goddard and Wallops to ensure all existing and proposed emissions sources are controlled, operated, and permitted in accordance with all applicable federal and state laws and regulations, terms and conditions of all environmental permit requirements and other authorizing documents, Executive Orders, Agency or Center Policy Directives, Agency or Center Procedural Requirements, and Center Work Instructions. This includes meeting the requirements of air emissions reporting, permitting (including permit applicability assessments, exemptions, new source review and prevention of significant deterioration applications, and construction/operation of minor and major sources), greenhouse gases (GHG), ozone-depleting and/or global-warming substances (ODGWS), air toxics including asbestos reporting, and risk management plans. The Air Emissions Manager provides technical expertise to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for the Environmental Air Emissions program at NASA Goddard Space Flight Center and Wallops Flight Facility.  The on-site Air Emissions Manager must have experience in the following areas:
    •  Part 70/Title V permits
    • Synthetic Minor permits
    • National Emission Standards for Hazardous Air Pollutants Part ZZZZ
    • New Source Performance Standards Part IIII.
    • Experience in Maryland and Virginia and with the use of Peraton's Environmental Project Information Management System is preferred.
  • Prepare all permit applications (e.g., initial, renewal, modification, construction, request for operational flexibility), updates, and waivers in accordance with federal and state, and/or local regulations.
  • Calculate and report air emissions in accordance with federal and state regulation and site-specific air emissions and operating permits utilizing GSFC's environmental permit information management system.
  • Manage the collection, storage, and validation of all air emissions data in accordance with federal and state regulation or site-specific air emissions and operating permits.
  • Develop, update, and certify risk management plans if required based on applicability of the Chemical Accident Prevention Provisions and Risk Management Program Rule requirements.
  • Coordinate with site operations personnel and testing contractors to ensure completion of complete stack testing in accordance with regulatory requirements and protocols
  • Conduct visual observation of emissions to determine the presence, or absence, of emissions in accordance with the NASA GSFC's Title V Part 70 Operating Permit and WFF's synthetic minor permits.
  • Utilize NASA furnished databases or other NASA-authorized software.
  • Inspect, monitor, and assess sources of air emissions and air pollution control equipment for compliance with federal and state regulations or environmental permit conditions and operational constraints.
  • Provide air permits and air permit-specific training to operators and their supervisors with each permit renewal or issuance
  • Provide General Air Emissions Programmatic Support, including Asbestos NESHAP Compliance Oversight and Prepare and submit GHG reports

Be familiar with State Center Specific Requirements - including ensure compliance with applicable permit conditions and ensure appropriate organizations utilizing the equipment are given clear guidance to meet permit conditions.

  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
  • Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required.
  • Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.
Experience & Education
  • Experience: At least 3 years' experience in Air Emissions Management. Experience in Maryland and Virginia and with the use of Peraton's Environmental Project Information Management System is preferred.
  • Education: A minimum Bachelor of Science (BS) degree in environmental science or engineering

  • Capable of light lifting, up to 25 lbs.
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
