About the Position

Dexis Professional Services seeks a Team Leader to support an upcoming program with the Department of State in the Bureau of European and Eurasia and Central Asia.  

The position will be based in Kyiv, Ukraine and is contingent upon award. 

This upcoming project will strengthen oversight and enable evidence-based decision making for foreign assistance programs primarily by supporting project designs, developing and supporting outcome indicators, establishing performance monitoring systems, including robust Third-Party Monitoring (TPM) for assistance projects, planning and implementing independent external evaluations, and reporting on the use of evaluation findings, conclusions, and recommendations    

EUR/ACE, housed within the Bureau of European and Eurasian Affairs (EUR), oversees foreign assistance across Europe, Eurasia, and Central Asia. EUR/ACE works closely with the Bureau of South and Central Asian Affairs (SCA) and other bureaus and agencies to coordinate assistance, ensuring that programming is cohesive, strategically aligned, and responsive to regional needs.  Assistance is implemented through projects managed by the Department of State (DoS) and other U.S. Government agencies, international organizations, and nongovernmental organizations, enabling a wholeofgovernment approach to delivery and oversight. 

Responsibilities
  • Lead the design, execution, and management of evaluations 
  • Ensure methodological rigor, including integrity, consistency, and comparability of findings 
  • Provide quality control oversight of evaluation processes and deliverables 
  • Lead and coordinate multidisciplinary, cross-cultural teams 
  • Oversee data collection, analysis, and synthesis using quantitative and qualitative methods 
  • Ensure alignment of evaluation activities with task order objectives and MEL frameworks 
Qualifications 
  • Minimum 15 years of experience in strategic planning, project design, MEL, and project management 
  • Prior experience in conflict settings required 
  • Must be a U.S. Citizen 
  • Active Secret clearance required 
Preferred Qualifications 
  • Prior regional experience
