Established in 1957, UFCW and Employers Trust, LLC, also known as the Trust Fund Office, is one of the top 400 largest retirement funds (managing over $6.4 billion in assets) in the USA. We administer health plans and pension benefits for over 240,000 participants at 149 entities throughout Northern California and Hawaii. We serve the grocery food market and retail pharmacy industry consisting of essential workers from employers like Safeway, Save Mart, and Raley’s. The Trust Fund Office administers several multiemployer plans; an employee benefit plan maintained under multiple collective bargaining agreements. Our “Taft Hartley” plans are governed by strong Boards of Directors consisting of Union and Employer industry leaders (as Trustees) with a fiduciary focus and care for our Membership and their families. WHAT WE ARE LOOKING FOR IN AN IDEAL CANDIDATE:

JOB SUMMARY


Manages human resources activities, including employee and union relations, performance review, recruitment, leave of absence, workplace accommodation, workers compensation, training, benefits administration, payroll, and office services.


ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Manage Human Resources Payroll Administrator and Human Resources Office Service Coordinator providing performance feedback, guidance, coaching, training, motivation, performance appraisals, and discipline if warranted. Maintains a dynamic and cohesive team environment focused on results.
  • Holds 1:1 bi-weekly meetings with their staff to discuss updates, disseminate information and instructions, and mentor growth and development.
  • Acts on behalf of Senior Director of Human Resources in absence.
  • Uphold and ensures all staff within the department support and uphold the organization Core Values; Trust, Integrity, Respect, Teamwork, Empathy, Commitment, Financial Prudence, and Innovation and embodies the virtues of The Ideal Team Player – Hungry, Humble, and Smart.
  • Responsible for advising management on employee relations matters, recruitment, performance management, and discipline. Attends and participates in due process meetings, employee disciplinary meetings and terminations. Escalates more complex issues to the Senior Director of Human Resources.
  • Creates responses for government agency claims (CRD, EEOC, NLRB, etc.).
  • Manages exit interview process to determine reasons behind separation. Advises Senior Director of Human Resources on strategies for employee retention.
  • Manages the performance management process, including employee performance appraisals, departmental compliance, and process deadlines.
  • Administers policies/procedures, collective bargaining agreements, federal and state laws and regulations.
  • Responds to and resolves employee grievances and other collective bargaining related issues. Manages disciplinary matters by working with management, union representatives, and shop stewards. Establishes working relationships with union representatives and shop stewards. Prepares letters of understanding and responses to grievances to handle board of adjustment meetings.
  • Determines and composes written disciplinary notices. Makes recommendations for suspensions, terminations, or action plans.
  • Composes and updates human resources policies to meet organizational needs and compliance with state and federal laws.
  • Coaches management to ensure all policies and procedures are implemented fairly and consistently.
  • Manages training programs to meet organizational needs (e.g. ADP Workforce Now Management Functions Training, ADP Record Timestamp Training, ADP eTime Attendance Editor Training, ADP Workforce Now Training, Management Procedures training, etc.) Prepare content and present at quarterly HR training meetings for management.
  • Responds to inquiries regarding human resources policies and procedures and the collective bargaining agreements.
  • Maintains current knowledge of employment and labor laws and regulations and executes dissemination to the appropriate parties.
  • Conducts complex employee investigations to include allegations of sexual harassment or other workplace harassment, makes recommendations on remedial action.
  • Creates and updates job descriptions.
  • Manages leave of absence process (FMLA, CFRA, PDL, etc.) ensuring legal compliance. Escalates complex leave matters to Senior Director of Human Resources.
  • Manages workplace accommodation (ADA, FEHA, Religious, etc.) to include interactive process, determinations, and documentation. Escalates complex decisions to Senior Director of Human Resources.
  • Manage workplace safety to include leading quarterly Workplace Violence Prevention committee meetings, ergonomic evaluation reviews, etc.
  • Manages the 401K program to include required notices, authorization of loans and timely repayment, distributions and rollovers, timely contributions to the plan. Ensures audit is completed every payroll period via Contribution rate report and Deferral Election report to ensure accurate and compliant contributions reported to Jocelyn are inputted into ADP.
  • Manages filing (e.g. EEO-1, CA Pay Data, DOL Multiple Worksite report) is completely accurate and timely.
  • Manages ADP Total Reward Statements are distributed accurately and timely.
  • Manages ADP ACA Health Compliance and ensures year end 1095-C’s to all employees and 1094-C to IRS accurately and timely.
  • Manages W-2’s within ADP Workforce Now are processed accurately and timely.
  • Manages monthly payroll bills (e.g. Contributions for Health and Welfare coverage and Joint Pension contributions with accurate job category codes, Teamsters pension, Teamster union dues, FAIR union dues, Prudential Life Insurance and Long Term Disability, Dependent Premiums, etc.) completed accurately and timely.
  • Manages ADP Compliance checklists (Quarterly Payroll checklist, W-2 Reconciliation checklist, Year End Checklist, etc.).
  • Manages timekeeping/payroll manuals and Payroll Standard Operating procedures are updated timely.
  • Manages HIPAA security compliance (i.e. tracking of access cards, keys, etc.) to include maintaining access control activities as it falls under the office services area. This includes ensuring appropriate authority prior to issuing cards/keys, ordering replacement keys as needed, recovering keys from departing personnel, reporting any failure to recover or lost/stolen access cards/keys, securely storing unassigned keys, etc. Creates and keeps standard operating procedures up to date.
  • Manages employee events (e.g. employee luncheons, monthly birthday cake, retirement recognition celebration, community service volunteering, 401K meetings, etc.) and employee recognition initiatives.
  • Manages completion of Human Resources goals for the organization.
  • Sources and schedules professional development training as necessary to maintain knowledge of Human Resources trends, best practices, and regulatory changes.
  • Champion of mission, vision, core values and company culture. Executes employee engagement surveys and participates in action planning process.
  • Assists in the development of policies, procedures, and workflows to meet department performance, quality and service goals.
  • Coordinates and administers recruitment processes including working collaboratively with hiring managers, serving as the primary point of contact for candidates, drafting and coordinating standardized job-related interview question sets, preparing and posting job announcements, reviewing applications and determining qualifications, conducting preliminary phone screenings, scheduling and coordinating logistics for candidate interviews, administering pre-employment assessments, conducting background screening and reference checks, e-verify, preparing offer letters, and similar tasks.
  • Manages departmental relationships with business partners such as vendors and representatives of staffing agencies.
  • Reviews and audits Human Resources Generalist work product.
  • Manages reporting by analyzing and summarizing data and trends (e.g. turnover, headcount, payroll budgeting, etc.).
  • Approves unemployment claim responses and attends hearings on behalf of the company.
  • Manages the I-9 process to ensure legal compliance.
  • Manages independent contractor agreements to include facilitating contracts, extension, DE542 forms, checklists, etc.)
  • Creates, documents, and updates standard operating procedures for the Human Resources Department.
  • Audits Payroll functions.
  • Performs other duties as assigned.


MINIMUM JOB REQUIREMENTS


  • Bachelor’s degree from an accredited college or university in a related field and 5 years of related experience.
  • Experience working in a collectively bargained environment.
  • A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.


PREFERRED JOB REQUIREMENTS


  • Certification in Human Resources (e.g., SPHR from HRCI and/or SHRM-SCP).
