Job description

The Opportunity

RS&H is currently seeking an experienced Tunnel Inspector to join our Transportation-Construction Management (T-CM) team supporting the Hampton Roads Bridge-Tunnel (HRBT) Expansion Project in Hampton Roads, Virginia. This position will primarily support night shift operations and will play a critical role in ensuring the quality, safety, and compliance of ongoing tunnel construction activities.

As part of the construction management team, you'll serve an integral role by observing contractor operations, documenting construction activities, verifying compliance with project requirements, and helping deliver one of the largest transportation infrastructure projects in the region. Responsibilities include inspection oversight of secondary grouting, concrete placement, fireboard installation, tunnel utility installation, and tunnel interior finishes.

This position performs complex technical assignments involving construction inspection, field documentation, contract compliance verification, construction materials observation, and coordination with project stakeholders. The successful candidate will maintain detailed project records, identify deficiencies, recommend corrective actions, and assist project leadership in ensuring quality construction practices are consistently followed.

Essential Duties and Responsibilities
  • Perform routine and oversight inspections on active tunnel construction operations.
  • Monitor secondary grouting, concrete placement, fireboard installation, tunnel utility installation, and interior finishing activities.
  • Observe contractor operations to verify compliance with project specifications, plans, and safety requirements.
  • Document findings, deficiencies, and construction progress through detailed daily reports.
  • Coordinate with contractor personnel, field teams, and project management staff to address construction quality concerns and ensure timely resolution.
  • Review and interpret construction plans, specifications, and contract documents.
  • Maintain accurate records of contractor operations and significant project events.
  • Assist in identifying non-conforming work and recommend corrective actions.
  • Promote and support safe work practices in active tunnel and confined-space construction environments.
To Be Successful in This Role, You Must:
  • Have a high school diploma or equivalent and seven years of relevant construction inspection experience, or an equivalent combination of education and experience.
  • Possess experience in transportation construction inspection, including roadway, bridge, tunnel, or heavy civil infrastructure projects.
  • Be comfortable working night shifts in an active construction environment.
  • Have strong written documentation and communication skills.
  • Demonstrate excellent organizational, problem-solving, and prioritization abilities.
  • Have the ability to effectively interact with contractors, project teams, and client representatives.
  • Possess a valid driver's license, be insurable, and be able to safely operate a vehicle on construction sites.
  • Have a passion for working outdoors and in active construction environments.
Preferred Qualifications
  • Tunnel construction inspection experience.
  • Experience with large-scale transportation infrastructure projects.
  • Familiarity with confined space safety protocols and tunnel construction operations.
  • OSHA 10-Hour Certification.
  • DOT Certifications.
  • ACI Concrete Field Testing Technician Certification.
  • Materials sampling and testing certifications.
  • Experience with concrete inspection and quality assurance activities.
