Job description

As a Senior Environmental Program Manager, you will lead the day-to-day management and compliance of National Pollutant Discharge Elimination (NPDES), King County Industrial Waste Discharge, and support other stormwater elements for Seattle-Tacoma International Airport (SEA). You will lead staff members to provide technical oversight of field monitoring, inspection, documentation, contract management and reporting. The position requires complex program implementation as well as environmental program development in response to new and changing regulations, environmental goals and Airport operations.
- You will lead and define both the long-term and short-term stormwater strategies related to planning, implementation and oversight of SEA's stormwater management programs, including maintaining compliance with industrial stormwater permits, stormwater pollution prevention plans (SWPPP), stormwater monitoring, best management practices, and water quality improvement initiatives.
- You will serve as SEA's technical expert on stormwater regulations and water quality requirements, providing guidance on the SEA NPDES permit, Washington State stormwater regulations, Clean Water Act requirements and emerging regulatory issues affecting airport operations.
- You will provide strategic and technical leadership during planning, design, and construction of airport capital projects by reviewing stormwater infrastructure, drainage design, treatment systems, construction activities, and operational impacts to ensure compliance with environmental requirements and Port policies.
- You will negotiate strategic and technical requirements and compliance strategies with regulatory agencies, airport tenants, consultants, contractors and internal departments while representing SEA during inspections, permit discussions, audits, enforcement matters and interagency coordination efforts.
- You will manage consultant contracts and outside technical services supporting stormwater planning, engineering evaluations, monitoring, modeling, regulatory compliance and implementation of stormwater improvement projects. You will develop scope of work, budget, schedule and performance requirements while reviewing and approving technical deliverables.
- You will act as a key member of the environmental spill team, responsible for responding by vehicle to incidents at the airport, monitoring spill response, directing cleaning resources and providing input on impacted stormwater resources.
- You will supervise a team of up to 3 stormwater professionals, responsible for all aspects of development, performance and evaluation.
- Experienced - You have five (5) years of experience in environmental and/or sustainability, to include two (2) years of lead, mentor or supervisory experience including leading a project or process.
- Desired - We hope you have a bachelor's degree in environmental science or environmental engineering, civil engineering or a related discipline. We hope you have certifications such as a Professional Engineer (PE), Licensed HydroGeologist (LHG), Certified Professional in Stormwater Quality (CPSWQ), Certified Professional in Erosion and Sediment Control (CPESC).

- Technical Expert - You possess recognized expertise in stormwater management principles, hydrology, drainage systems, stormwater treatment technologies, water quality monitoring and environmental compliance practices. You have extensive knowledge of stormwater regulations, including National Pollutant Discharge Elimination (NPDES) permitting requirements, Clean Water Act regulations, Washington State stormwater requirements and related environmental standards. You have knowledge of airport, industrial, transportation or other highly regulated environmental programs.
- Efficient Communicator - You have proven effective verbal and written communication skills and are adept at communicating complex technical, regulatory and environmental information to diverse audiences including executives, regulators, airport tenants, contractors, consultants elected officials and the public. You have proven negotiation, facilitation and stakeholder engagement skills, as well as experience building and maintaining effective relationships with regulators.
- Leader - You can effectively lead multidisciplinary people and project teams on complex environmental programs while collaborating with airport operations, engineering, maintenance, planning, tenants, consultants, and regulatory agencies. You understand how operational requirements, regulatory obligations, emerging environmental issues, and community expectations influence airport decision-making.
- Analytical Problem-Solver - You can analyze complex stormwater and environmental challenges, analyze technical data, interpret changing regulations, and develop strategic, innovative, and practical solutions. You can identify compliance risks, recommend improvements, and support decisions affecting airport infrastructure, operations, and long-term environmental performance.
- Driver's License - You will need a valid Washington State Driver's License, or the ability to obtain one, is required in order to travel locally to project sites.
- Work Schedule - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You will have a rotation responsibility (approximately 7 weeks per calendar year) for 24 hours on call spill response and may be required to work during emergencies.
- Work Environment - This is a field-based position. You will work throughout Seattle-Tacoma International Airport (SEA), maritime facilities, and other Port of Seattle properties, with occasional work in an office setting for administrative tasks, meetings, or training.
- Washington State Residency Requirement - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
- Security Requirements - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
