Promotional Only\r\nThis is a position specific recruitment limited\r\nto current employees in the Treasury Management Division of the Maryland State\r\nTreasurer's Office.\r\n\r\nAs outlined in the Constitution of Maryland and State\r\nFinance & Procurement law, the State Treasurer is responsible in part for\r\nthe overall management of State funds, including receipt, safeguarding,\r\ninvestment and disbursement of State monies. As such, the Office retains\r\nauthority over services made in agreement between the State Treasurer and\r\nfinancial institutions, these responsibilities being assigned to the Treasury\r\nManagement Division of the Office. The banking related responsibilities\r\nare carried out through the strategic structuring of three separate units, each\r\nwith its own focus. The Banking Operations Unit is responsible for general\r\nmatterstied to the systems involved in carrying out the daily duties and\r\nresponsibilities of the banking division, optimizing streamlined methodologies\r\nand integrating safe and secure practices. Internal scope includes\r\noversight for the administration and integrity of banking systems and platforms\r\nutilized or offered by the division, transmission processing of bank related\r\nfiles moving money into and out of State accounts. External scope includes\r\noversight for education and outreach to State agencies obligated to follow\r\ntreasury control policy, and audit and compliance in accordance with\r\nestablished banking contracts and State finance law.\r\n

Main Purpose of Job

This position leads the Banking Operations Unit. The\r\nincumbent provides production and operations related guidance for banking\r\nstaff, coordinates work in the unit for the successful transmission of payment\r\nfiles and reports, and oversees quality control of payment processing\r\nsystems. Working in tandem with an IT project team, the incumbent leads\r\nprocess improvement initiatives through upgrades and enhancements to processing\r\nsystems, and coordinates user acceptance testing (UAT) with banking staff.\r\nThe incumbent is the primary designated liaison with STO IT for banking related\r\ntasks using technology, and the key liaison for education and notifications to\r\nall agencies regarding best practices and changes in banking processes.\r\nBecause of the role this position serves as lead and\r\nliaison, the ability to communicate effectively and professionally with varying\r\naudience levels is essential.The Treasury Professional\r\nLead/Advanced classification is an advanced level of professional work with\r\nresponsibility to train, assign, review and approve work. MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: Six years of experience in business administration, office management, finance, accounting, economics, or related field.\r\nNotes:\r\n1. Candidates may substitute education from an accredited college or university or nationally recognized industry certification program, at a rate of thirty credit hours for each year of experience, for up to two years of the required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.\r\n

SELECTIVE QUALIFICATIONS

\r\n Two of the required four years of experience must be specifically performing\r\n administrative functions in banking services, banking account management,\r\n or professional duties a banking related field. \r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n Experience assigning and reviewing work\r\n of other employees\r\n Experience auditing procedures and\r\n practices for compliance \r\n Experience analyzing data in order to develop\r\n business solutions, and interpreting business needs for technical\r\n specialists to execute\r\n Experience leading a project or\r\n initiative\r\n Experience with presentations and\r\n training for business patrons, especially involving new or transitional\r\n processes\r\n Experience with well-poised outreach to\r\n leadership stakeholders in order to achieve goals through means other than\r\n direct authority\r\n Experience with business software\r\n enhancements\r\n Proficiency in Microsoft Excel\r\n functionality and data manipulation\r\n\r\n

LIMITATIONS ON SELECTION

This recruitment is\r\nlimited to State Treasurer's Office, Treasury Management division employees\r\nonly. \r\nApplicants must be willing to work in the Annapolis area. \r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.\r\nEmployees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n\r\n

SPECIAL REQUIREMENTS

Candidates may\r\nbe subject to an updated background investigation of credit and criminal\r\nhistory.\r\n

SELECTION PROCESS

Applicants who meet the\r\nminimum and selective qualifications will be admitted to examination for this\r\nclassification. Successful candidates\r\nwill be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment\r\n(eligible) list for at least one year.\r\n
