The Opportunity
RS&H is seeking a Senior Project Director to join our Innovative Program Advisory Service Group!
Job Summary: This position will support the Innovative Program Advisory team on various alternative delivery programs and projects across the country utilizing more progressive delivery methods such as design-build, progressive design-build, CMGC/CMAR, and P3 (DBF/DBFOM). Typical client engagements include program management tasks ranging from the development of implementation manuals and program guidelines, template documents and forms, internal and external stakeholder education; and project management tasks which include drafting and development of RFI, RFQ and RFP documents, evaluation manuals, project management plans, and deliverables to assist clients in meeting FHWA major project requirements (PMP, CSRA, IFP, etc.).
The successful candidate will have experience performing diverse and complex work tasks associated with development, delivery and/or oversight of large infrastructure projects procured using a variety of alternative delivery methods. The candidate will have an understanding and proficiency in drafting performance based technical requirements, ITPs and responses to bidder RFIs during procurements. As a project manager, the candidate should have experience working within defined timelines and budgets to develop deliverables and be able to manage a team of technical discipline experts who will contribute to the development of various project and program documents.
Essential Functions:
  • Support experienced nationally recognized experts in alternative delivery
  • Serve in a meaningful technical role on current alternative delivery engagements with various state DOT's including Maryland, Virginia, Georgia, Illinois, Michigan, Indiana, Pennsylvania, Texas, North Carolina, among others
  • Help grow a high performing Innovative Program Advisory group that believes in accountability, communication, ethics, team-work, and a performance-rewarding culture
  • Serve as a Project Manager for project pursuits that provide the best opportunity for selection by the client in such a role

Qualifications:
  • Bachelor's degree from an accredited program or equivalent combination of education and experience
  • Minimum 15 years of experience with alternative delivery including:
    • Design-Build, Progressive Design-Build, and/or CM/GC
    • P3 (DBF, DBFO/M)
  • Minimum 10 years of direct project management experience
  • Experience in task management on complex and large transportation projects
  • Experience working on alternative delivery projects as a consultant to or employee of a state department(s) of transportation
  • Ability to market and maintain positive and trusted relationships with clients, staff, and subconsultant partners
  • Excellent organizational skills with attention to detail along with overall quality control and schedule management
  • Ability to track individual project tasks and financial management of individual and overall project tasks.

Preferred Qualifications
  • Active, good-standing Professional Engineering license, American Institute of Certified Planners (AICP), Design Build Certified Practitioner (DBIA), or Project Management Professional (PMP)
