Title/Role: Quality Manager
Division: Large Specialty Projects

Reporting to: VP - Division Manager
Position Description:
We are seeking an experienced and detail-oriented Quality Manager to oversee quality management for complex transit and infrastructure projects, including NYCT and MTA work.
The Quality Manager is responsible for developing, implementing, and maintaining project-specific Quality Management Plans in accordance with contract requirements. This role ensures that all construction activities comply with contractual specifications, regulatory standards, and E-J's internal quality procedures.
The ideal candidate will operate independently from production operations, maintain strict document control, oversee inspection and testing programs, and lead nonconformance and corrective action processes. This position plays a critical role in protecting project integrity, supporting audit readiness, and ensuring first-time quality performance.
Key Responsibilities:
  • Develop, implement, and maintain project-specific Quality Management Plans and Quality Work Plans
  • Ensure compliance with NYCT, MTA C&D, ISO 9001, and contract quality requirements
  • Establish inspection and test plans for all definable features of work
  • Coordinate and oversee quality control inspectors, quality assurance personnel, and third-party testing laboratories
  • Maintain calibration control for inspection, measuring, and test equipment
  • Issue, track, and manage Nonconformance Reports and Corrective Action Requests
  • Conduct root cause analysis and implement preventive measures to eliminate recurrence
  • Establish and enforce Contractor Hold Points and coordinate Authority Hold Points
  • Review and approve submittals from a quality compliance standpoint prior to submission
  • Ensure material traceability and verification of supplier compliance
  • Lead internal and external quality audits and ensure audit findings are addressed
  • Prepare and submit monthly quality reports and maintain daily quality documentation
  • Provide Just-In-Time quality training for definable features of work
  • Maintain all quality records, including inspection reports, NCR logs, audit reports, training documentation, and closeout records
  • Support final acceptance, substantial completion, and turnover documentation
Qualifications:
  • Current certifications in Quality Management from the American Society of Quality (ASQ) or a certified ISO-9001 Lead auditor preferred
  • Minimum of 3 to 8 years of quality management experience on heavy civil, transit, rail, or electrical infrastructure projects
  • Experience with NYCT, MTA, Amtrak, or similar public agency quality programs preferred
  • Strong knowledge of inspection protocols, material testing, and construction quality systems
  • Working knowledge of ISO 9001-compliant quality management systems
  • Proficiency in Microsoft Suite and project management/document control software; E-J utilizes Procore, Emque, Riskcast, Toric, and related platforms
  • Bachelor's degree in Engineering, Construction Management, or related field preferred, or equivalent experience
  • Strong understanding of construction drawings, specifications, and contract documents
  • Excellent organizational, analytical, and documentation skills
  • Strong communication skills with the ability to interface with clients, inspectors, subcontractors, and executive leadership
  • Ability to exercise independent judgment and enforce quality standards
