What You Will Do:

We are seeking a HCM Data & Technology Transformation Director to lead the strategy, governance, architecture, migration, integration, and technical delivery of large-scale Human Capital Management (HCM) modernization programs. This executive-level role serves as the senior advisor and workstream leader responsible for aligning business objectives, data strategy, technology architecture, and program execution to ensure successful implementation and long-term operational success. The ideal candidate brings deep expertise in enterprise HCM transformation, data governance, systems integration, and organizational leadership, with the ability to advise senior client executives and lead multidisciplinary teams through complex change initiatives.

Key ResponsibilitiesExecutive Leadership & Client Advisory
  • Lead the HCM Data and Technology workstream, serving as the primary point of accountability for data, architecture, integration, testing, security, and technical readiness.

  • Act as a trusted advisor to client executives, HR leaders, technology stakeholders, and program leadership.

  • Develop and execute integrated data and technology strategies aligned to business, operational, and transformation objectives.

  • Establish governance structures, delivery plans, risk management processes, quality controls, and executive reporting mechanisms.

  • Lead, mentor, and develop cross-functional teams of architects, consultants, analysts, and technical specialists.

Data Strategy, Migration & Governance
  • Direct enterprise HCM data migration and governance strategies across workforce, organizational, learning, position, and employee data domains.

  • Oversee data profiling, cleansing, transformation, validation, reconciliation, migration readiness, and deployment activities.

  • Establish data ownership, stewardship, quality standards, governance processes, and long-term operating models.

  • Advise clients on data retention, archival, remediation, rationalization, and authoritative data-source strategies.

  • Ensure sustainable governance and data quality practices beyond implementation.

Architecture & Enterprise Integration
  • Provide executive oversight of HCM data architecture, integration strategy, and enterprise interoperability.

  • Direct integration planning between HCM platforms and key enterprise systems including payroll, finance, identity management, recruiting, learning, and reporting solutions.

  • Establish scalable architecture patterns supporting APIs, middleware, cloud integrations, ETL processes, and real-time data exchange.

  • Lead architecture reviews and ensure solutions meet requirements for security, privacy, scalability, performance, and operational support.

  • Identify technical risks, dependencies, and mitigation strategies to support successful program delivery.

Testing, Security & Deployment Readiness
  • Oversee technical participation in testing, security validation, deployment readiness, and production cutover activities.

  • Ensure compliance with applicable cybersecurity, privacy, identity management, and data-protection requirements.

  • Direct deployment, rollback, hypercare, stabilization, knowledge transfer, and transition-to-operations activities.

  • Monitor program health, technical risks, defects, data quality issues, and readiness indicators throughout the implementation lifecycle.

  • Ensure operational support models, documentation, and governance processes are established for long-term sustainability.

Practice Leadership & Growth
  • Contribute to business development, solution development, thought leadership, practice growth, recruiting, and client relationship management initiatives.

  • Support proposal efforts, technical strategy development, and executive presentations for future HCM transformation opportunities.
     

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"

  • Bachelor’s degree in Computer Science, Information Systems, Data Management, Engineering, HRIS, or a related field.

  • TEN (10) or more years of relevant experience in technology, data, enterprise systems, HR technology, or digital-transformation consulting.

  • FIVE (5) or more years of experience leading complex HCM, Enterprise Resource Planning (ERP), HRIS, data migration, or enterprise-integration programs.

  • Experience leading multidisciplinary technical teams and managing senior client relationships.

  • Experience developing and executing enterprise data migration, data governance, or data-modernization strategies.

  • Experience overseeing data profiling, cleansing, source-to-target mapping, transformation, validation, reconciliation, and cutover activities.

  • Experience integrating enterprise platforms with payroll, finance, identity management, timekeeping, benefits, recruiting, learning, reporting, or other business systems.

  • Working knowledge of APIs, middleware, ETL, file-based interfaces, and batch and real-time integration patterns.

  • Experience directing system testing, data validation, deployment readiness, technical risk management, and operational transition.

  • Experience developing executive-level recommendations, technical roadmaps, readiness assessments, and decision materials.

  • Experience supporting federal government clients or similarly complex public-sector organizations.

What Would Be Nice To Have:

  • Master’s degree in Computer Science, Information Systems, Data Management, Engineering, HRIS, or a related field.

  • Understanding of data security, privacy, role-based access, identity management, and system-accreditation considerations.

  • Demonstrated ability to communicate complex data and technology topics to both executive and technical audiences.

  • Experience supporting federal HCM, Human Resources Information Technology (HRIT), shared-services, ERP, or enterprise HR modernization programs.

  • Experience supporting a federal transportation organization or another organization with complex, distributed operations and multiple organizational components.

  • Experience with Workday, SAP SuccessFactors, Oracle HCM, PeopleSoft, or another enterprise HCM platform.

  • Experience with cloud-based data and integration platforms.

  • Familiarity with federal HR policies, data standards, records-management requirements, privacy requirements, cybersecurity controls, and system-accreditation processes.

  • Project Management Professional (PMP), Certified Data Management Professional (CDMP), enterprise architecture, cloud architecture, or HCM platform certification.

  • Experience leading quality assurance and governance for large-scale technology implementations.

  • Experience developing staff, managing delivery teams, and supporting workforce planning.

  • Experience contributing to business development, capture, proposals, or solution development in a consulting environment.
