The New Mexico Department of Transportation (NMDOT) is responsible for planning, developing, and maintaining a safe and efficient transportation system across New Mexico, including highways, railroads, and public transit. The NMDOT Rail Bureau oversees the state's rail program, including regulatory compliance, rail safety inspections, property and lease management of NMDOT-owned railroad assets, and coordination of rail certifications for federally funded transportation projects. The Bureau works closely with private railroad companies, local governments, and other state and federal agencies to ensure safe, reliable, and effective rail operations throughout the state.
As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?
This position exists to oversee and administer statewide rail regulatory compliance, property management, and certification functions for the New Mexico Department of Transportation Rail Bureau.
This position will ensure compliance with state and federal rail regulations, supervises rail inspection staff, manages NMDOT-owned railroad property and leases, and administers regulatory responsibilities transferred from the New Mexico Public Regulation Commission.
The position ensures consistent oversight, public safety, regulatory accountability, and effective management of state rail assets.
How does it get done?
Supervise New Mexico State Rail Inspectors, including assignment of work, performance oversight, and operational direction.
Manage rail regulatory functions transferred from the New Mexico Public Regulation Commission to the New Mexico Department of Transportation
Ensuring payments previously made to PRC are submitted to NMDOT in accordance with statutory requirements.
Coordinating with private railroad companies operating in New Mexico to ensure submission of required accident, illness, and injury reports.
Updating and modernizing former PRC processes for reviewing, approving, denying, modifying, and appealing regulatory requirements and decisions.
Reviewing, maintaining, and managing case files related to PRC actions involving specific projects or regulatory requests.
* Manage NMDOT-owned railroad property lease and encroachment matters, including:
Identifying unauthorized encroachments and working with individuals or entities to establish lease agreements or require removal from state property.
Negotiating, developing, renewing, and administering railroad property lease agreements.
Ensuring annual lease invoicing is completed and payments are received in accordance with lease terms.
* Prepare Rail Certifications for statewide NMDOT and local entity projects utilizing federal funding, identifying potential railroad impacts and compliance requirements.
* Perform additional projects and duties as assigned to support Rail Bureau operations.

This position serves the New Mexico Department of Transportation Rail Bureau, providing leadership and oversight to ensure statewide rail regulatory compliance, property management, and certification functions. It also serves the citizens of New Mexico by promoting safe and efficient rail operations and protecting public and state-owned rail assets. Additionally, the position supports private railroad companies, local governments, and other stakeholders by providing guidance, technical expertise, and regulatory oversight related to rail projects and operations.

The ideal candidate will have preferred experience/education in the following areas:
*The ideal candidate is an organized and proactive leader with strong supervisory and program
management skills.
*They can interpret and apply complex state and federal rail regulations, manage multiple projects,
and make sound decisions in regulatory and property matters.
*They have excellent communication and interpersonal skills to coordinate with staff, railroad
companies, local governments, and other stakeholders, and are skilled in contract negotiation,
lease management and process improvement.
Minimum Qualification
Associate Degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Occasional state-wide travel is required for meetings and fieldwork.
