Estimating & Planning Manager

Essential Duties and Responsibilities:

This position is responsible for the following: Other duties may be assigned.

  • Manages the Planning & Estimating Group.
  • Recruits, trains, and develops the Planning & Estimating group consisting of Estimators, Planner / Schedulers, and Production Controllers, including the setting of individual performance goals and feedback on performance in accordance with Gulf Copper Human Resources policies and procedures.
  • Assigns Estimating staff to assure effective coverages for all RFQ, ITT, and Change Order activity. Assigns Planner / Scheduler and Production Control staff on active projects as authorized and requested by Project Management. Maintains a projection of P&E staff resource requirements and assists Human Resources with timely action to right size the organization staffing levels.
  • In conjunction with the Manager, Contracts is the primary process owner for Bid development and as such is responsible for assuring broad, cross functional, input on bid and execution strategy and basis for cost and sell price estimates. Coordinates preliminary, in-process, and final bid review teams for effective bid strategy and pricing. Coordinates site surveys for estimating purposes as required utilizing Estimating and Production staff and leads de-briefing meetings per Gulf Copper Bid Development processes. Conducts Lessons Learned on all major bid proposals, and all “lost” bids. Maintains Lessons Learned and Action Item Log for all Bid activity. Provides timely and accurate input for Customer Relationship Management updates to the Contracts Manager.
  • Completes Bid estimates based on actual cost history from similar projects and using a scaling factor.
  • Maintains Gulf Copper standard rate sheets for dry docking, rig repair trades, fabrication, general services, production, and marine services.
  • Assures Planner / Scheduler is developing timely and effective schedules in the customer and/or Gulf Copper format (MS Project or Primavera) and schedules developed show baseline, track current progress, and report variance.
  • Assures Production Control prepares work packages based on estimated and contracted scope, baseline and revised schedules, and project accounting cost allocations. Assures PC provides work packages in a relevant format for supervision and with task descriptions appropriate for effective management of production items.
  • Perform other duties and services to ensure successful projects are delivered and clients are satisfied.
  • Maintains excellent attendance and punctuality.

Required Education & Experience:

  • Bachelor's degree in engineering discipline (e.g., structural, civil, mechanical, or naval architecture).
  • Or, 5 – 10 years’ experience in the Marine and/or Marine Oil & Gas industry or production activities, with estimating/and or scheduling experience.
  • Minimum of 3 years as a supervisor in an offshore oil & gas project or production experience.
  • Scheduling and analysis experience preferred.
  • PMI certification or equivalent preferred.

Working Conditions:

  • Regular exposure to all weather conditions, especially hot, humid and / or rainy weather, combined with regular work time indoors in environmentally controlled conditions.

  • Applies common sense understanding to carry out instructions furnished in written, oral or diagram form and deals with problems involving several concrete variables in standardized situations; and is proficient with estimating software and spreadsheet software and should have knowledge of word processing software, e-mail software and the Internet.
