This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for inputting data and learning basic regulations into a highly autonomous senior strategist managing high-visibility international defense portfolios. Through this path, they develop comprehensive mastery in case development, regulatory compliance, international stakeholder negotiation, and complex financial execution within the Department of War.Qualifications:You may qualify at the GS-07, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
- Assisting with data entry and tracking of Foreign Military Sales (FMS) cases in management information systems, such as the Defense Security Assistance Management System (DSAMS); performing developmental assignments of a trainee nature to gain the knowledge and skills necessary to perform FMS case development and processing; and working under close supervision to learn the fundamentals of FMS policies and procedures.

B. Possess one full year of graduate level education or superior academic achievement. , or LL.M., if related.
You may qualify at the GS-09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
- Applying basic knowledge of FMS case development and processing to assist in the preparation of Letters of Offer and Acceptance (LOAs); utilizing systems like the Defense Security Assistance Management System (DSAMS) to track case documentation and run reports; and interpreting and applying regulations and procedures to resolve common and recurring issues in FMS case processing under supervision.

B. Possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
- Utilizing databases to track programs, contracts, interagency agreements and/or Foreign Military Sales cases (i.e., Defense Security Assistance Management System); analyzing and providing statistics and report to senior analysts for inter-service/interagency coordination approval; and analyzing various requirements for implementation and execution within program, financial or logistics management.

B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related.
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
- Performing quality assurance reviews of Foreign Military Sales (FMS) cases; analyzing various requirements for implementation and execution of FMS system sales and preparing all Letter of Offer/Acceptance, Amendments and Modifications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
